Division of Boating and Waterways Local Assistance Statewide Non-Motorized Boat Launching Facility Grant Program FY25

Grant Description

The Boat Launching Facility (BLF) 2026/2027 Grant is accepting applications for funding until 5:00 PM on February 3, 2025. The BLF program, administered by the California Division of Boating and Waterways (DBW), provides grants to public agencies for the development and improvement of boat launching facilities. These projects typically include construction of ramps, boarding floats, parking areas, restrooms, and lighting. Funding is available for both motorized and non-motorized boat launching facilities, as well as ramp repair and modification. Grants are awarded on a competitive basis, depending on the availability of funds, and must go through the State budget process before approval. In addition to the standard BLF grants, a special funding opportunity called the Waterways Connection Initiative (WCI) is available for projects that enhance access to inland waterways in communities with a population of 2,500 or more. Applications for WCI funding must be submitted by 5:00 PM on December 2, 2024. Both BLF and WCI applications must be submitted via the Online Grant Application (OLGA) system. Public and private entities can also apply for marina improvement loans, although these loan programs are currently suspended pending an evaluation and identification of future funding sources. For applicants, the DBW provides resources to help guide the application process. A recorded workshop is available, offering an overview of the BLF program, grant application procedures, and tips for writing a strong application. Applicants are strongly encouraged to review the application instructions, ranking worksheets, and sample applications provided on OLGA. In addition, a governing body resolution is required for all applications. Detailed design guidelines for boat launching facilities, both motorized and non-motorized, are available to assist with the planning and design of projects. Once an application is submitted, it will be reviewed as part of the State's budget process. Notifications will be sent to applicants confirming the receipt of their submission, and DBW may request additional information as needed. However, updates on application status will not be provided while the proposals are under budget consideration. The Governorโ€™s budget, expected in January 2026, will include a list of projects proposed for funding. Final decisions on the State budget, and consequently on grant approvals, are anticipated by June 2026. It is important to note that no project work can begin until a fully executed grant agreement is in place, and DBW will not provide funds for any project activities conducted before that time. Interested parties should ensure their applications are thorough and submitted on time, following the required steps outlined in the available resources.
