Grant Description

The ExportMD Program is a targeted initiative of the Maryland Department of Commerce designed to support small businesses within the state in expanding their reach into international markets. Funded in part through a Cooperative Agreement with the U.S. Small Business Administration (SBA), the program seeks to ease the financial burden associated with global marketing efforts. With Maryland's strategic location and robust business infrastructure, the state positions this program as a tool to help small businesses thrive beyond domestic boundaries. The Maryland Office of International Investment and Trade (OIIT) plays a crucial role in administering and coordinating the program. Eligible businesses can apply for reimbursement awards of up to $5,000 to support a range of international marketing activities. While travel costs related to trade missions and shows have traditionally been the primary use of funds, the program allows flexibility in spending. Eligible expenses may also include website development for international audiences, translation services, and fees for participation in overseas trade events. By broadening the scope of allowable uses, ExportMD supports a wider array of marketing strategies that small companies can tailor to their industry and growth goals. To be considered for funding, applicants must meet several criteria. A business must be legally established and operating in Maryland, have been in existence for at least one year, and be deemed “export ready.” It must also be classified as a small business under the SBA's size standards, which take into account industry-specific factors such as revenue and number of employees, inclusive of any affiliated or parent companies. Additionally, a business is not eligible if it has received an ExportMD Award within the past year. Any international marketing initiative proposed must be scheduled to begin and end within six months of the application deadline. Applications for the ExportMD Program are accepted on a monthly rolling basis, with the 1st of each month serving as the official deadline. Due to the program’s structure, interested companies are advised to begin the process early. An export counseling meeting with a regional manager is a mandatory part of the application process and must be completed before the deadline. Thus, applicants are encouraged to initiate contact with the Maryland Department of Commerce at least two weeks prior to the deadline. This ensures adequate time to coordinate the counseling session and prepare application materials. While specific evaluation criteria are not publicly outlined, the application process involves personalized guidance from regional managers, suggesting a focus on program fit and strategic alignment. The process is designed to help companies clearly define their international marketing plans and ensure they are realistic and impactful. Interested applicants should contact Jason Callejas, International Trade and Investment Specialist, at [email protected] or 667-263-9354. He will assist in connecting businesses with the appropriate regional contact and walk them through the next steps. This program operates on a recurring monthly schedule, offering frequent opportunities for eligible Maryland small businesses to apply. By reducing financial barriers to international expansion, the ExportMD Program exemplifies the state’s commitment to fostering economic growth and global competitiveness for its local enterprises.
