FY 2025 SNAP Process and Technology Improvement
This funding opportunity provides financial support to state agencies, local governments, and nonprofit organizations to improve the efficiency and user experience of the Supplemental Nutrition Assistance Program through modern technology and streamlined processes.
The Fiscal Year 2025 Process and Technology Improvement Grants (PTIGs), administered by the United States Department of Agriculture (USDA) Food and Nutrition Service (FNS), are intended to support efforts that enhance the efficiency, quality, and user experience of the Supplemental Nutrition Assistance Program (SNAP) application and eligibility determination systems. Authorized under Section 11(t) of the Food and Nutrition Act of 2008, as amended, PTIGs focus on the development and implementation of simplified systems that use modern technology to improve client and administrative outcomes. For FY 2025, FNS plans to award up to $5 million in competitive grant funds through this opportunity. Applicants may request between $20,000 and $2,000,000 in funding, with no cost sharing or matching required. Eligible applicants include state agencies that administer SNAP, as well as state or local governments, tribal organizations, public health and educational institutions, and nonprofit organizations such as community-based or faith-based entities. However, any applicant that received PTIG funding in either FY 2023 or FY 2024 is not eligible to apply in FY 2025. Additionally, applicants who are not state agencies must submit a letter of endorsement from their state SNAP agency, while state agencies applying with partners must include letters of commitment. The program emphasizes three primary objectives for proposed projects: 1) modernizing SNAP customer service and communication tools, 2) improving administrative infrastructure and operations in SNAP processing, and 3) investing in systems that coordinate application and eligibility processes across SNAP and other assistance programs. Eligible project ideas include developing client portals, implementing automated phone systems, enhancing mobile responsiveness, and using robotic process automation (RPA) to streamline eligibility determinations. Projects must adhere to current SNAP regulations and may not depend on regulatory waivers for implementation. Applications will be evaluated based on the clarity and feasibility of the project design, proposed impact and evaluation methods, organizational experience, budget justification, and adherence to application requirements. Up to 109 total points may be awarded: 100 base points and up to 9 bonus points for proposals that are particularly data-driven, use human-centered design methods, or are from entities that have never previously received a PTIG. Each application must include a cover page, executive summary, project narrative, activities/indicators tracker, budget narrative, and all required federal forms and letters. The application period opens on July 7, 2025, and closes on August 6, 2025, at 11:59 PM Eastern Daylight Time. The anticipated award date is September 2025, and funded projects are expected to operate through September 2028. Applications must be submitted electronically via Grants.gov and include required forms such as SF-424, SF-424A, SF-424B, and others listed in the RFA.
