The Employment Development Department (EDD) of California, in partnership with the Labor and Workforce Development Agency, has announced the availability of up to $16.3 million in funding through the Employment and Training Pathways Program (ETPP) for Program Year 2025–26. The ETPP is designed to advance the state's strategic priorities around equitable workforce development, especially for communities facing systemic employment barriers.

It emphasizes holistic regional partnerships that integrate education, workforce training, and supportive services to support long-term economic mobility. The initiative is informed by prior grant cycles and stakeholder feedback, ensuring alignment with ongoing state investments and the Governor’s policy agenda.
The grant specifically targets four vulnerable populations: English Language Learners (ELLs), justice-involved individuals, opportunity youth (defined as young adults not in school or working, or engaged in low-wage or intermittent work), and veterans. Programs supported by the ETPP must be tailored to the unique needs of these groups, helping them gain economic stability and self-sufficiency. Eligible spending includes education, vocational training, job placement services, and supportive services necessary to overcome employment barriers.
Applicants eligible to apply include Local Workforce Development Areas (Local Areas or boards), adult education and training providers, community colleges, public agencies including local governments, tribal organizations, private non-profit organizations, and faith-based organizations. Individuals are not eligible to apply. All applicants are encouraged to collaborate across sectors to deliver comprehensive regional solutions.
Key dates include the proposal submission deadline of December 8, 2025, at 3 p.m. PT. An informational webinar will be held on November 13, 2025, at 1:30 p.m. PT, with preregistration required by 1 p.m. the same day. While not mandatory, applicants are encouraged to submit a Notice of Intent to Apply via email by noon on November 20, 2025. Proposals must be submitted as per the instructions available on the EDD Workforce Development SFP webpage.
The ETPP does not require a cost match from applicants, and awards will be made based on proposal quality, alignment with program goals, and demonstrated capacity to serve the target populations effectively. While the exact timeline for awards and project performance periods is not specified, the funding period is intended for Program Year 2025–26.
