STOP Violence Against Women Formula Grant Program 2025

The Indiana Criminal Justice Institute (ICJI) is accepting applications for the 2025–2026 cycle of the Services, Training, Officers, and Prosecutors (STOP) Violence Against Women Formula Grant Program. This grant, rooted in the Violence Against Women Act (VAWA) and administered federally by the Office on Violence Against Women (OVW), aims to enhance local and state responses to domestic violence, dating violence, sexual assault, and stalking. Funding is distributed to eligible entities in Indiana, following specific allocations set by federal law, to strengthen victim services, law enforcement, prosecution, courts, and initiatives focused on underserved populations and culturally specific communities. The purpose of the STOP grant is to support programs and initiatives that improve the criminal justice system's response to violence against women and expand essential victim services. Funds must be used for authorized activities such as training for law enforcement and prosecutors, developing victim services, enhancing policies and data systems, supporting legal assistance, and implementing prevention and education initiatives. A total of 20% of funds must go toward projects that meaningfully address sexual assault. The program places strong emphasis on coordinated community responses, confidentiality protections, and culturally appropriate services. Indiana’s STOP Implementation Plan prioritizes reducing domestic violence homicides, expanding services for underserved communities, and enhancing sexual assault services. The award period for this grant is from October 1, 2025, to September 30, 2026. Projects must begin no later than 60 days after October 1, 2025, and all expenses must be incurred by the end of the grant period, with final fiscal reports due within 30 days thereafter. Funding amounts typically range between $10,000 and $150,000, with 65–75 awards expected to be granted. All funds are reimbursement-based. Matching requirements are set at 25% for governmental entities; nonprofits are generally exempt unless operating in law enforcement or prosecution categories, in which case the match must be met by the state or voluntarily covered by the nonprofit. Eligible applicants include state agencies, units of local government, nonprofit organizations, and faith-based organizations. Entities must have a Unique Entity ID (UEI) from the System for Award Management (SAM), be registered with SAM, and be in good standing with the Indiana Department of Revenue, Department of Workforce Development, and Secretary of State. Several documents must be included in the application such as a sustainability plan, endorsement letters, job descriptions, and various certification forms depending on the applicant type and services proposed. Applications must be submitted through IntelliGrants, ICJI's electronic grants management system, by 11:59 PM ET on July 30, 2025. Applicants are strongly advised to submit their materials at least 48 hours in advance due to potential technical issues. A pre-application webinar will be held on June 27, 2025, from 10:00 to 11:30 AM ET to provide an overview of the grant, application process, and allow for questions.
