Grant Description

The FY 2025-2026 Community Development Block Grant (CDBG) Capital Improvement Projects (CIP) Request for Proposals (RFP) invites public and nonprofit organizations in the City of Glendale to apply for funding to enhance urban communities. The program, funded by the U.S. Department of Housing and Urban Development (HUD), supports projects that meet one of two national objectives: benefiting low- and moderate-income individuals or eliminating slums and blight. A total of $605,000 has been allocated for eligible projects in this cycle. Eligible projects include the acquisition, construction, expansion, or rehabilitation of facilities such as community centers, housing facilities, public schools, and parks. These facilities must primarily serve low- and moderate-income individuals, special needs populations (e.g., homeless, disabled, victims of domestic violence), or youth and seniors. Funding is not available for predevelopment costs such as planning, design, or permitting. Applicants must meet specific pre-qualification criteria, including attending a mandatory Technical Assistance Meeting on December 4, 2024, and completing pre-construction activities such as feasibility studies and schematic designs. Applications are due by 11:59 PM on January 10, 2025, through the ZoomGrants platform. Only one project can be submitted per organization per year, and applicants must demonstrate readiness and the capacity to complete the project within three years of funding approval. The application review process includes a Strength and Weakness Analysis, which will be sent to applicants in early February 2025. Applicants must address identified weaknesses to avoid disqualification. Interviews with the City’s CDBG Advisory Committee are tentatively scheduled for February 28 and March 3, 2025. Final recommendations will be made to the City Council, with public hearings in April 2025 and funding decisions expected in May 2025. Applicants must adhere to numerous federal, state, and local regulations, including non-discrimination policies, prevailing wage requirements, and environmental review processes under NEPA and CEQA. A deed of trust will be required for funded projects to secure the City’s interest. Additionally, matching or leveraged funds must be verified before the project begins. Evaluation criteria include alignment with program priorities, demonstrated community need, project readiness, cost-effectiveness, financial health, and organizational capacity.
