Arizona Energy Efficiency and Conservation Block Grant Program

Governor Katie Hobbs' Office of Resiliency (OOR) issues this Request for Grant Applications (RFGA) Solicitation concerning the Arizona Energy Efficiency and Conservation Block Grant Program in accordance with A.R.S. §41-2701, et seq. Applications for this program will only be accepted through the State's web-based grants management system, eCivis. It is anticipated that the results of this RFGA will be announced by December 31, 2024. The deadline for submission of an application in eCivis will be on or before 5:00 P.M. (Arizona time) on October 8, 2024. Financial Notes: As of July 2024, the State of Arizona has been awarded approximately $2,068,370 million in federal grant funds from the U.S. Department of Energy’s Office of State and Community Energy Programs for EECBG, of which, $1,241,480 will be distributed to local governments that were ineligible for direct formula funding. The maximum amount of funds available for award through this RFGA to any eligible local government is $100,000. The minimum amount that an applicant can apply for is $50,000. No match is required for EECBG subgrants, however, match is encouraged. Applicants may select from one or more program categories listed in Section III. C, with a total application requested for all categories not to exceed $100,000 or be less than $50,000. All grant funds must be used for activities directly related to the project during the grant period. Only one application will be allowed per eligible entity. The number of awards made through this RFGA will depend on the number and quality of applications received. Contingent upon available funding, the Governor’s Office may make an additional RFGA funding opportunity available. All funds awarded must be used for approved, allowable expenses by December 1, 2026. Awarded funding will be made available on a reimbursement basis. No pre-award costs will be considered or given.
