The Oregon Transportation and Growth Management (TGM) Program offers annual planning grants to help communities link land use and transportation planning. These grants support the creation of vibrant, walkable, and transit-friendly communities across Oregon. The program is a joint effort of the Oregon Department of Transportation (ODOT) and the Department of Land Conservation and Development (DLCD) and provides between $2 and $2.5 million in funding statewide.
Eligible applicants include cities, counties, tribal governments, councils of government (on behalf of cities or counties), and various special districts such as metropolitan planning organizations, transit districts, and ports. Projects must result in adoption-ready land use or transportation plans, such as Transportation System Plans (TSPs), code amendments, neighborhood plans, or integrated strategies to reduce vehicle use and greenhouse gas emissions. Funding is not available for general research, inventories, or outreach-only efforts.
Applicants may apply under one of two categories. Category 1 supports Transportation System Planning (TSP), including updates, corridor studies, and implementation strategies such as streetscape or capital improvement plans. Category 2 supports Integrated Land Use and Transportation Planning, such as downtown area plans, compact mixed-use development strategies, and transportation-efficient land use policies for entire urban areas.
Pre-applications are encouraged and due by March 31, 2025. The formal grant application period opens May 5, 2025, and applications must be submitted by July 31, 2025. While pre-application is optional, it is a valuable opportunity to consult with TGM representatives, especially for smaller jurisdictions or new applicants. Communities under 10,000 population are eligible to apply for climate-aligned TSP updates under the 2022 Climate-Friendly and Equitable Communities rules.
The application process requires a simple online pre-application form detailing jurisdiction information, a brief project description, category selection, and an estimated budget. Following this, applicants may receive feedback and support to develop a complete proposal. Additional support is available year-round through TGMโs Community Assistance Programs, which include workshops, code review, parking reform assistance, and TSP assessments.
