Grant Description

The Community Resilience Partnership Service Provider Grant Program (SPG2025-6), issued by the Governor’s Office of Policy Innovation and the Future (GOPIF), supports eligible service providers assisting Maine communities in addressing climate resilience. The overarching aim of the program is to help municipal governments, Tribal Governments, plantations, townships, and unorganized territories across Maine plan and implement strategies that reduce energy costs, enhance renewable energy use, and increase resilience to climate change. The initiative is structured to aid both early adopters of climate action and communities taking their first steps toward resilience planning. There are two funding tracks under this program. Track 1 provides support for helping up to five communities per application to enroll in the Community Resilience Partnership and identify priority climate and energy projects. This includes assistance with the Community Resilience Self-Evaluation, List of Community Actions, and organizing public workshops to identify and prioritize actions. Track 2 focuses on aiding up to five communities in completing vulnerability assessments that evaluate climate hazards and impacts on critical infrastructure and at-risk populations. Both tracks culminate in assisting communities to prepare applications for further climate action funding. The grant program offers a total of approximately $600,000 in funding, with applicants eligible to receive up to $10,000 per community. An additional $2,500 per community may be requested for those with high social vulnerability or populations under 4,000. A 15% cost-share is required, which may include in-kind contributions. Funds can be used for staff time, contracts, supplies, travel, and venue costs for community engagement but not for construction, permits, or unrelated staffing. Projects should be completed within 12 months of the award start date, anticipated to begin in October 2025, with communities having up to 18 months to complete grant outcomes. Applications are due via email by 5:00 PM on Friday, August 1, 2025, and must include a single PDF containing all application components and letters of support. Submissions must not be encrypted or hosted on external file-sharing platforms. Required materials include a cover page, eligibility and group composition information, detailed scope of work, budget worksheet and narrative, letters of support from participating communities, and documentation of match funding. Additional points are awarded based on group composition, including social vulnerability, population size, and inclusion of Tribal Governments. Proposals will be evaluated based on eligibility, group composition, capacity and experience, the quality and clarity of the scope of work, and the budget. Each application may only include one track per organization, though applicants may also serve as subcontractors on other proposals. Previously awarded applicants must be in good standing. The program will host an informational webinar on June 12, 2025, with a recording to be made available afterward. Questions may be submitted via email until July 11, 2025, and substantive answers will be posted publicly.
