Grants for Coordination of Tribal Temporary Assistance for Needy Families (TANF) and Child Welfare Services to Tribal Families at Risk of Child Abuse or Neglect

The U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF), Office of Family Assistance (OFA), has forecasted the availability of funds for a new grant opportunity. This program, titled โGrants for Coordination of Tribal Temporary Assistance for Needy Families (TANF) and Child Welfare Services to Tribal Families at Risk of Child Abuse or Neglect,โ aims to support demonstration projects that test the effectiveness of tribal governments or consortia in improving service coordination for at-risk tribal families. The grant is grounded in Section 403(a)(2) of the Social Security Act and codified under 42 U.S.C. 603(a)(2)(B)(i). The primary intent is to facilitate better integration of child welfare services with services provided under Tribal TANF programs. Specifically, funds can be used to enhance case management for eligible families, provide support for tribal children in out-of-home placements and their caregivers (including adoptive families), and offer preventative services to tribal families at risk of abuse or neglect. Past iterations of this grant have supported projects involving procedural improvements such as revising intake and assessment systems, creating interdepartmental consent documents, training cross-functional staff, implementing joint case management protocols, and upgrading IT systems to better support coordinated efforts. Awardees are expected to document their methodologies, outline anticipated deliverables, and disseminate findings to benefit the broader Tribal TANF and child welfare communities. Eligibility is strictly limited to Indian tribes and Alaska Native regional non-profits currently administering a Tribal TANF program at the time of the full announcement. Consortia of tribes may also apply, provided the consortium administers the TANF program on behalf of its member tribes. Entities that are individuals or foreign are not eligible and will be disqualified. The estimated post date for the opportunity is April 25, 2025, with applications due by June 24, 2025. The estimated award announcement is slated for August 29, 2025, and the project start date is expected to be September 30, 2025. Up to eight cooperative agreements will be awarded, each for exactly $215,000, totaling an anticipated $1,720,000 in program funding. There is no cost-sharing or matching requirement. Indian tribes and Alaska Native regional non-profits that administer a Tribal TANF program on the date of publication of the funding opportunity announcement; and Consortia of two or more Indian tribes--the consortium administers a Tribal TANF program on behalf and at the direction of these tribes on the date of publication of the funding opportunity announcement. "Indian tribe" has the same meaning given to this term in section 419(4) of title IV-A of the Social Security Act. Under this definition, "Indian tribe" includes the federally recognized tribes defined at 25 U.S.C 450b, except that, with respect to Alaska, it includes only those tribal organizations listed in section 419(4)(B) of the Social Security Act. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity.
