The Department of Education and Early Learning (DEEL) of the City of Seattle is inviting proposals from community-based organizations (CBOs) for the Prenatal-to-Three (PN-3) Community Grant, funded through the City’s Sweetened Beverage Tax (SBT). This funding opportunity aims to improve health and educational outcomes for individuals during the prenatal-to-three-year period, with a specific focus on reducing disparities that disproportionately affect marginalized communities. The grant emphasizes supporting the healthy growth and development of infants and toddlers, ultimately enhancing kindergarten readiness. The purpose of the PN-3 Community Grant is to support community-informed programs that address obstacles impacting pregnant individuals, infants, toddlers, and their families. Proposals should include strategies to provide families with access to critical resources and services, support healthy and equitable births, improve parental health and emotional wellbeing, and strengthen caregiver-child relationships. DEEL prioritizes projects targeting priority populations, including communities of color, immigrants, refugees, low-income households, and English language learners. Funding will not be used to support services already funded by other public dollars, general operations of an organization, political lobbying, or programs without a central focus on prenatal-to-three services. Eligible applicants include not-for-profit organizations with 501(c)(3) status, community organizations or collaborations that are not incorporated but have a fiscal sponsor, and tribes or tribal organizations. Organizations must provide services at no cost to participants who reside within Seattle city limits. Approximately $1.49 million is available for the 2025–2027 period, with applicants eligible to request up to $149,000 per year, totaling $298,000 over two years. Current 2024–2026 PN-3 Community Grant awardees are not eligible to apply. The application process opens on Monday, August 11, 2025, and closes on Monday, September 8, 2025, at 11:59 PM PST. A pre-recorded information session and application resources will be available starting August 11, 2025. One-on-one technical assistance from experienced community-based consultants is available from August 11 to September 2, 2025, by appointment, to support proposal development for small organizations. All applications must be submitted online through Submittable; late or incomplete submissions will not be accepted. Applications will be reviewed by a funding panel composed of community members, representatives from the Sweetened Beverage Tax Community Advisory Board, and City staff. Proposals will be evaluated based on alignment with priority criteria, particularly the advancement of racial equity and design in partnership with priority communities. DEEL aims to fund a diverse range of project concepts and community focuses.
