Foundational Learning

The "Foundational Learning 'Targeted Instruction (TI)' Activity in Tanzania," issued by USAID in collaboration with the Government of Tanzania, is a call for local Tanzanian partners capable of supporting foundational literacy and numeracy improvements for grades 1 to 5 in select regions of Mainland Tanzania and Zanzibar. The activity uses a Targeted Instruction approach that organizes math and reading instruction around learners' current abilities rather than their grade level. This learner-centered model is designed to improve foundational skills through regular diagnostic assessments, strategic grouping by learning level, and the development of suitable instructional materials. The Targeted Instruction approach seeks to build capacity among teachers and education administrators by implementing regular assessments. Before program initiation, children’s math and reading skills will be assessed to identify their individual learning levels, with subsequent re-assessments to regroup learners based on updated results. Instructional sessions will focus on ability-based grouping, where students from different grades but similar learning levels are taught together for at least 1 to 2 hours daily or between 20 and 50 days annually. Teachers will also receive support to use locally-sourced, level-appropriate teaching materials and techniques, incorporating activities, games, and hands-on learning tools designed to engage students at their individual proficiency levels. The activity includes ongoing support for teachers and education administrators through in-person coaching and mentoring. Trainers and mentors trained in the Targeted Instruction model will conduct classroom visits, providing feedback and ensuring high-quality implementation. Additionally, the program emphasizes partnerships with parents, schools, and communities to promote engagement and maximize the impact of the Targeted Instruction approach. This opportunity is exclusively for Tanzanian organizations, defined as entities legally registered in Tanzania, primarily operating in the country, and majority-owned and managed by Tanzanian citizens or lawful permanent residents. Prospective partners should demonstrate experience in implementing foundational learning initiatives, particularly those related to targeted instruction or similar models. Key areas of required expertise include training and mentoring teachers, securing instructional time within school schedules, creating and distributing locally-appropriate instructional materials, and fostering parental and community involvement in education. Interested organizations must submit a five-page document by November 19, 2024, detailing their experience in foundational learning, specifically with models similar to targeted instruction. The submission should outline their history of work with schools and local governments, especially in securing instructional time, supporting local material development, and driving community engagement.
