Water Conservation and Protection Mini-grant Program
This funding opportunity provides financial support to nonprofit organizations, schools, and community groups in Hillsborough, Pasco, and Pinellas Counties to promote water conservation and protect local drinking water sources through educational and hands-on projects.
Tampa Bay Water, Florida’s largest wholesale water utility, delivers high-quality drinking water to more than 2.6 million residents in the Tampa Bay region. It serves Hillsborough, Pasco, and Pinellas counties, as well as the cities of New Port Richey, St. Petersburg, and Tampa. The agency sources drinking water from groundwater, river water, and seawater. Recognizing the importance of protecting and sustaining these resources, Tampa Bay Water has created the Water Conservation and Protection Mini-grant Program to support community-driven efforts aimed at safeguarding regional water supplies. This mini-grant program provides funding between $2,000 and $10,000 for projects that promote water conservation and source water protection. The total available funding for the program cycle is $50,000. Projects must be located within Hillsborough, Pasco, or Pinellas counties and must relate directly to water conservation and/or the protection of drinking water sources. Eligible applicants include nonprofit organizations, educational institutions, universities, community groups, and school groups. Groups without formal legal status must partner with a fiduciary agent or legal entity for fund administration. Qualifying projects include public awareness campaigns, river and stream cleanups, restoration of riverbanks, protection of watersheds and recharge zones, and educational programs such as curriculum development, signage, and workshops. Preference is given to projects with strong community involvement, educational components, measurable impact, and opportunities for Tampa Bay Water staff or board engagement. Evaluation criteria include alignment with mission, outreach effectiveness, community impact, and sound project management. To apply, applicants must complete an online or downloadable application form, submit a budget worksheet, a W-9 form, and—if applicable—a letter of commitment from partners. Applications are due by 5:00 p.m. on November 14, 2025. Award notifications will be made in December 2025, with an official check presentation at the January 2026 board meeting. All projects must be completed by October 31, 2026, with required documentation and final reporting submitted within 30 days of project completion. Tampa Bay Water encourages early engagement and is available for consultation prior to the deadline. Applicants are advised to schedule consultations by November 7, 2025. The program allows for either pre- or post-project reimbursement and provides flexibility to accommodate community needs while ensuring accountability. Awardees must coordinate launch announcements, publicly recognize Tampa Bay Water as a funder, and allow staff participation. Through this initiative, Tampa Bay Water aims to foster innovative and impactful local solutions to preserve the region’s critical water resources.
