The Title X Family Planning Services grant program is administered by the U.S. Department of Health and Human Services through the Office of Population Affairs. The program supports a nationwide network of providers that deliver voluntary, confidential services, with priority given to individuals from low-income families. The purpose of this funding opportunity is to support projects that establish and operate family planning services across all U.S. states and territories, including the District of Columbia and several affiliated Pacific jurisdictions. These include pregnancy testing and counseling, infertility services, sexually transmitted infection prevention and treatment, and preconception health services. Individual awards are expected to range from $200,000 to $22,000,000, supporting projects for up to five years. Federal funds cannot cover 100 percent of project costs, and budgets must clearly identify both federal and non-federal contributions. Eligible applicants include a wide range of public and private nonprofit entities, such as state and local governments, nonprofit organizations, tribal entities, and institutions of higher education. Faith-based organizations and organizations serving Native American populations are explicitly eligible. Applicants may submit multiple applications for different projects, and collaborative efforts are permitted, though only one entity may serve as the primary applicant and award recipient. All applicants must demonstrate compliance with Title X statutory and regulatory requirements, including restrictions on the use of funds for abortion as a method of family planning. The application process requires submission through Grants.gov and includes standard federal forms, a detailed project narrative, appendices, and a comprehensive budget package.
