The Microenterprise Grant Program in the Town of Bethlehem offers targeted financial assistance to support the launch and growth of small businesses with five or fewer employees. Funded by a $200,000 grant from the New York State Office of Homes and Community Renewal through the Community Development Block Grant (CDBG) program, this initiative aims to strengthen the local economy by supporting both emerging and existing microenterprises located within the Town of Bethlehem. Since its inception in 2014, the program has distributed over $700,000 to 29 businesses, demonstrating its ongoing commitment to economic development. The 2025 application cycle opens on October 15, 2025, and closes on December 19, 2025. Eligible applicants include legally operating for-profit businesses that are new or existing, have five or fewer employees, and are or will be physically located within Bethlehem. Grants range from $5,000 to $35,000 and may be used for capital goods purchases (e.g., equipment, machinery, fixtures) or for working capital to support business operations. Businesses must contribute at least 10% of the total project cost in cash equity, with grant funds covering up to 90%. Eligibility is designed to prioritize businesses owned by low-to-moderate income (LMI) individuals or those that commit to creating at least one full-time equivalent (FTE) job for LMI persons. Income eligibility is determined using HUD-defined limits for Albany County, where the FY2025 Area Median Family Income is $116,100. Supporting documentation, such as tax returns or employee income verification, is required for qualification. Grant recipients must remain in Bethlehem for the duration of the grant agreement, and the business must continue to operate throughout the 24-month performance period. All applicants are required to complete an approved Entrepreneurial Training Program prior to receiving funds. Reimbursement is available for training-related costs. The Town of Bethlehem partners with organizations such as The Community Loan Fund to deliver these programs. Additional public information sessions will be held to assist applicants in navigating the application process and understanding program requirements. Applications are reviewed by the Department of Economic Development and Planning (DEDP) and a Microenterprise Grant Application Review Committee. This committee assesses each proposal based on criteria such as LMI status, project feasibility, local economic impact, job creation potential, and leverage of other funding. Preference is given to first-time applicants and startups. Awards are subject to environmental review, and only costs incurred after approval are eligible for reimbursement.
