The U.S. Geological Survey (USGS) offers a Cooperative Ecosystem Studies Unit (CESU) funding opportunity to investigate remote sensing of dissolved organic matter (DOM) for improved water resource management across the United States. Hosted by the Rocky Mountains CESU, this project seeks to develop a dataset and statistical models for predicting DOM concentrations, assess model uncertainties, and synthesize findings for actionable insights into water quality monitoring.
The anticipated award is $350,000 for a two-year period, covering a base year with a possible renewal contingent on satisfactory performance and fund availability. Applicants must include details for the Principal Investigator and other key personnel, including relevant facilities, laboratories, and equipment. The proposal should outline the project background, specific research objectives, methodologies for data collection and analysis, expected outputs, and a dissemination strategy. Required deliverables include reports, datasets, and models that will be accessible to relevant federal, state, and local agencies, as well as the broader research community. Budget documentation must provide a breakdown for personnel, fringe benefits, travel, lab costs, and equipment. CESU partners are expected to apply a negotiated indirect cost rate of 17.5%. Additionally, a Data Management Plan (DMP) of no more than two pages must be submitted, describing data standards, sharing provisions, and archiving.
USGS evaluates proposals based on the clarity of research objectives, technical approach, budget justification, and applicant qualifications. Reviewers will score proposals, and final award decisions will be informed by these evaluations. Recipients are required to manage project compliance with federal regulations, submit annual and final technical reports, and complete financial reporting using the SF-425 form. Any publications must acknowledge USGS support and provide copies to the Department of the Interior’s Natural Resources Library. Payments will be managed through the Automated Standard Application for Payments (ASAP) system.
