The City of Toledo’s Department of Economic Development administers the Planning Grant Program as part of its broader Vibrancy Initiative. This initiative is a strategic set of programs aimed at revitalizing commercial corridors, combating blight, and preserving the city’s architectural legacy. Through this grant program, the city seeks to assist small businesses and property owners in activating vacant or underutilized ground-floor commercial spaces. The initiative is particularly focused on enhancing historic and legacy corridors within the city, targeting investment in places that contribute to the cultural and economic fabric of Toledo. The Planning Grant Program allocates a total of $50,000 in funding for the 2026 cycle. Individual awards are capped at $10,000 and are issued as reimbursements for eligible architectural and design services. Applicants located in designated census tracts may be reimbursed for up to 50% of these expenses, while projects within a Legacy Commercial Corridor may receive up to 75% reimbursement. Only costs related to code-compliant architectural drawings, engineering plans, feasibility studies, and permit-ready documents are eligible for funding. Notably, this grant does not cover furniture, equipment, exterior improvements, or design-only work unlinked to a larger occupancy effort. Eligible applicants include property owners and tenants of ground-floor commercial spaces within the City of Toledo. Tenants must demonstrate occupancy through a signed lease or letter of intent, and all applicants must be in good standing with the City’s Taxation Division, Public Utilities, Code Compliance, and the Lucas County Auditor’s Office. Eligible buildings must be commercially zoned and contain vacant or underutilized space. Ineligible building uses include residential-only properties and businesses such as payday loan operations, internet cafés, self-storage facilities, and tobacco or firearm dealers. The application process follows a two-step format. First, applicants must submit a pre-application between April 6 and May 1, 2026. This submission will be reviewed on a rolling basis to assess eligibility and project readiness. Approved pre-applicants will then be invited to submit a full application by May 8, 2026. All applications must be submitted via the ZoomGrants platform. The full application requires a detailed budget, quotes from licensed professionals, and relevant occupancy documentation. Incomplete applications will not advance to the review stage. Applications are reviewed by the Vibrancy Incentive Committee, which scores submissions using a rubric that assesses project impact, location within strategic corridors, historical preservation potential, walkability, and overall readiness. Each application is scored out of a maximum of 100 points. Recommendations from the committee are forwarded to the Mayor, who makes final award determinations. Awards will be announced on May 15, 2026, and successful applicants must execute a grant agreement by May 22, 2026. Post-award, grantees must provide progress documentation by August 14, 2026, and complete all work and submit reimbursement materials by December 4, 2026. Required documentation includes finalized plans, invoices, and proof of payment. The City of Toledo encourages public recognition of its support through signage and public acknowledgments. Applicants may receive free technical assistance throughout the process from the Business Empowerment Alliance of Toledo (BEAT), a partner organization working with the city on this initiative.
