SETT-24029 Recovery Residences

The New York State Office of Addiction Services and Supports (OASAS) is currently accepting applications for the Recovery Residences Request for Applications – SETT 24029. This funding initiative is designed to enhance the operations of Recovery Residences that have received contingent certification from OASAS. The aim is to bolster the capacity of these programs to provide safe, secure, and supportive housing for individuals recovering from substance use disorders. These residences play a key role in expanding New York State’s continuum of care, offering a non-clinical, community-based living environment that incorporates peer support and promotes long-term recovery. Certified Recovery Residences operate under a social model of recovery and are governed by a uniform set of standards and a code of ethics. These residences are required to integrate into the Recovery-Oriented System of Care (ROSC) in their respective communities. The residences provide not only a home-like atmosphere but also essential services and supports to enhance the well-being, independence, and recovery outcomes of residents. OASAS's Part 860 regulation outlines the operational and quality standards required for certification. Funding for this opportunity is provided through the Opioid Settlement Funding, with a total of approximately $5 million available. Awards will be distributed on a first come, first serve basis. Each organization may apply for funding for up to three individual Recovery Residence sites, with a cap of $75,000 per site and a total maximum award of $225,000 per organization. Importantly, these funds are restricted to enhancing the operations of already contingent-certified residences and cannot be used for certification efforts themselves. Eligible costs include services, capital expenses, essential items for residential support, and staff development, but cannot cover personal services or fringe benefits. Applicants must meet several eligibility requirements. Only nonprofit organizations with contingent OASAS certification for each residence included in the application are eligible. They must also be prequalified and registered in the Statewide Financial System (SFS), have completed the New York State Vendor Responsibility Questionnaire within the last six months, and be registered with the Attorney General’s Charities Bureau and the New York State Department of State. Organizations must also have valid Worker’s Compensation and Disability Insurance coverage, with documentation naming OASAS as the certificate holder. The application deadline is January 31, 2026, at 4:00 PM Eastern Time, and applications will be reviewed in the order they are received until all funds are allocated. A completed application must include the signed SETT 24029 form, various certification attachments, budget request forms, and contingent certification letters for each residence included.
