The Ryan White Part B: HIV Client Services (RW26) Continuation Grant, administered by the Ohio Department of Health (ODH) through its Bureau of HIV, STIs, and Viral Hepatitis, supports the continuation of HIV care and treatment services for people living with HIV (PLWH) in Ohio. This program is part of a federally funded initiative under the Health Resources and Services Administration (HRSA) that aims to develop and enhance access to a high-quality continuum of HIV care. Subrecipient agencies must deliver services throughout the full grant period under each funded category and must avoid duplication of efforts through coordinated planning with Ohio and Kentucky HIV and STI prevention programs. Funded services under RW26 span core medical and supportive services, including Medical Case Management, Mental Health Services, Oral Health Care, Outpatient/Ambulatory Health Services, Emergency Financial Assistance (EFA), Peer Navigation, Linguistic Services, Medical Transportation, Non-Medical Case Management, and Referrals for Healthcare and Support Services. The state reimburses certain services through a fee-for-service model via the Public Partnerships Limited (PPL) portal. These include EFA (capped statewide at $150,000), Mental Health Services, Oral Health Care, and Outpatient/Ambulatory Health Services. No single award will be made for less than $30,000, excluding match requirements. Applicants must be current RW22-funded organizations and must not owe over $1,000 to ODH or be certified to the Attorney General’s office. All application materials must be submitted electronically via the Grants Management Information System (GMIS) by 4:00 PM ET on February 9, 2026. Faxed, mailed, or hand-delivered applications are not accepted. New staff requiring GMIS access must first complete training. Application packets must include a program narrative, detailed budget and justification, work plan, progress reports, disparity reduction documentation, and other required certifications and forms. Evaluation criteria include documented service delivery plans, projected client numbers, methodologies for reengaging clients, and alignment with disparity reduction strategies. Required reports during the performance period include monthly expenditure reports, an Interim Progress Report due October 15, 2026, and an Annual Progress Report due April 15, 2027. Agencies must also conduct annual client satisfaction surveys and maintain grievance procedures. Fund use must follow federal cost principles and ODH’s OGAPP guidelines, with strict prohibitions on unallowable expenses.
