The 2026 ARC Mini (Flex-E) Grant Program is a strategic initiative designed to support capacity-building efforts in economically distressed counties across Kentucky. Administered by The Center for Rural Development in partnership with the Kentucky Department for Local Government (DLG) and the Appalachian Regional Commission (ARC), this grant opportunity aims to strengthen community infrastructure through targeted planning and implementation projects. Since its inception in 2005, the program has distributed over $1.3 million in federal funds to eligible communities in Southern and Eastern Kentucky. The program aligns with ARC's 2022–2026 Strategic Plan and seeks to empower local communities to mobilize resources, develop leadership, and establish durable networks for economic and community advancement. Eligible applicants include nonprofit organizations and local units of government located within one of 34 ARC-designated distressed counties served by The Center for Rural Development. These counties are among the most economically challenged in the state, and the Mini Grant initiative is specifically tailored to provide them with the tools and resources needed to foster local growth and long-term resilience. Projects supported under this grant may include strategic planning activities, leadership development programs, feasibility studies, and support services for nonprofit and community-based organizations. All projects must be focused on community capacity building and demonstrate a clear benefit to the local population. Each grant award is available for up to $10,000 and requires a 20% match of the total project cost. All funding is disbursed on a reimbursement basis only, and projects must be completed within a six-month period. Grant funds may not be used for construction, equipment purchases, administrative expenses, or indirect costs. The program emphasizes the importance of measurable outputs and outcomes. Applicants are expected to articulate how the funded project will result in concrete deliverables such as strategic plans, feasibility assessments, increased civic participation, or strengthened community institutions. Priority will be given to projects that help communities move toward economic stability and success, especially those aligned with one or more of ARC’s strategic investment areas: Building Appalachian Businesses, Building Appalachia’s Workforce Ecosystem, Building Appalachia’s Infrastructure, Building Regional Culture and Tourism, and Building Community Leaders and Capacity. Grantees will be required to submit both mid-term and final reports, with the latter necessary for final reimbursement.
