The Alaska Native and Native Hawaiian-Serving Institutions (ANNH) Program, Part A, administered by the Office of Postsecondary Education within the U.S. Department of Education, aims to support eligible institutions of higher education (IHEs) that serve significant populations of Alaska Native or Native Hawaiian students. This grant program, authorized under Title III, Part A of the Higher Education Act (HEA), is designed to enhance institutional capacity and improve educational outcomes for underrepresented groups. Eligible IHEs may apply for either Individual Development Grants or Cooperative Arrangement Development Grants to implement projects that strengthen academic quality, institutional management, fiscal stability, and student outcomes. The ANNH Program specifically supports institutions that have an undergraduate enrollment of at least 20 percent Alaska Native students or 10 percent Native Hawaiian students at the time of application. The grants aim to help these institutions plan, develop, or implement activities that bolster their ability to serve these communities. Funding may support a range of initiatives, such as expanding access to distance education, workforce-based learning, and shortened time-to-degree models. The Department has outlined two invitational priorities for FY 2025: promoting education through innovative delivery models and advancing artificial intelligence (AI) in education via pedagogical tools, curriculum development, or teacher training. Funding is discretionary and based on competitive review. For FY 2025, approximately $14.8 million is available for distribution. Individual Development Grants will range from $950,000 to $1,000,000 per year, while Cooperative Arrangement Development Grants may range from $1,000,000 to $1,500,000 annually. Awards may extend up to five years. All grantees are required to include a logic model in their application and must meet supplementary requirements such as nondiscrimination assurances, adherence to federal civil rights laws, and open licensing of deliverables. Applicants must follow the submission process as outlined in the Federal Register notice dated July 14, 2025. Applications open on July 14, 2025, and must be submitted by August 13, 2025. Intergovernmental review, if applicable, must be completed by September 12, 2025. Applications must conform to strict formatting standards, and narratives should not exceed 55 pages for Individual Development Grants or 75 pages for Cooperative Arrangement Development Grants. A logic model or conceptual framework is required, and a detailed budget narrative must be included. The Department evaluates applications using seven core criteria totaling 100 points: comprehensive development plan, activity objectives, implementation strategy, quality of personnel, project management, evaluation plan, and budget. Additional points may be awarded in tie-breaking situations for institutions with low endowments or expenditures or those proposing eligible priority activities. Continuation awards will be based on substantial progress toward goals, financial integrity, and compliance with program regulations.
