The Minnesota Pollution Control Agency (MPCA) launched the Stage 1 Vapor Recovery Grant to reduce emissions of volatile organic compounds (VOCs) from gasoline-dispensing facilities across the state. Public-sector and tribal-owned facilities, such as public schools, police stations, highway departments, and others, were also eligible. Nonprofit organizations operating gasoline-dispensing facilities were included as eligible applicants. Approximately $250,000 in total funding was available, with a maximum award of $24,500 per application. Applicants were required to match at least 25% of the total project cost with cash contributions. Match funds could be obtained through loans or non-state grant sources. Applications were submitted through the Minnesota SWIFT Supplier Portal using the event name or ID (2000016243). All applicants were required to register as bidders in the portal.
