Grant Description

The Community Development Block Grant (CDBG) Program is a federally authorized initiative under Title I of the Housing and Community Development Act of 1974. Funds are distributed on a reimbursement-only basis, meaning grantees must incur and document allowable costs before receiving payment. The opportunity is exclusively open to 501(c)(3) nonprofit organizations that serve low- to moderate-income residents in Texarkana. Applicants must submit a paper original application, including supporting documentation, to the Planning and Community Development Department at 220 Texas Boulevard by 5:00 PM on Thursday, April 20, 2026. Required attachments include proof of nonprofit status, liability insurance, an organizational chart, a board of directors list, a detailed budget, a financial audit (or statement), and a completed State Conflict of Interest Form 1295. Agencies that spent more than $750,000 in federal funds during the prior year must also include a Single Audit Act audit. The application must clearly describe the proposed project, including the problem it addresses, the population it will serve, implementation plans, data collection methods, and collaboration with volunteers or other agencies. If the project includes any non-residential construction or renovation exceeding $2,000, federal labor standards such as the Davis-Bacon Act will apply. Projects with labor costs exceeding $200,000 must meet Section 3 requirements for employment and economic opportunities. Environmental review compliance is also required for all construction-related activities. Evaluation criteria include alignment with CDBG priorities, demonstrated need, organizational capacity, completeness of the application, and the proposed project's impact.
