The Johnson County Opioid Remediation Grant Program, established in Indiana, is designed to combat substance opioid use disorder through innovative, collaborative, and community-driven initiatives. This grant program is directly aligned with the National Opioid Settlement document, ensuring that funds are utilized for approved abatement purposes. The broader mission, guided by the Indiana Commission to Combat Substance Use Disorder, incorporates the Johns Hopkins Five Guiding Principles for the Use of Funds from the Opioid Litigation. These principles, which emphasize saving lives, using evidence, investing in youth prevention, focusing on racial equity, and ensuring a fair and transparent process, form the core strategic priorities and theory of change for the program. The target beneficiaries of this grant are individuals and communities impacted by substance use disorder within Johnson County, Indiana. The program seeks to foster stronger connections to recovery supports, develop and implement effective prevention practices, and expand harm reduction efforts. The overarching impact goals are to reduce opioid-related harms, improve access to treatment, and support long-term recovery, ultimately leading to healthier communities. Organizations and entities embedded in and working with their communities are encouraged to apply, particularly those with a demonstrated ability to generate revenue and create direct community impact. The program's priorities and focuses are clearly outlined by the Johns Hopkins Five Guiding Principles. Spending money to save lives is paramount, emphasizing interventions that directly address the opioid crisis. The commitment to using evidence to guide spending ensures that funded projects are data-driven and have a proven track record or a strong theoretical basis for success. Expected outcomes include enhanced access to treatment for substance use disorder, increased availability of recovery supports, and a reduction in the incidence and severity of opioid-related issues within Johnson County. Measurable results will likely be derived from the types of programs implemented, such as the number of individuals receiving treatment, the engagement in recovery support services, and indicators of improved community health related to substance use. The grant program distributes funding on a reimbursement basis. Individual applicants can receive up to $50,000 within a single grant cycle, while joint applications from two or more entities can request up to $100,000.
