The second program supports legislative staff and parliamentarians in improving legislative drafting and resource management. Eligible applicants include U.S.-based and foreign nonprofit organizations, institutions of higher education, and for-profit organizations, provided they do not profit from the grant. Partnerships with local entities and NGOs are encouraged. Cost-sharing is not required but must adhere to federal regulations if included. Organizations can submit up to two applications, which must be distinct and competitive. The program strongly encourages inclusive approaches addressing barriers faced by women, youth, ethnic minorities, and other underserved groups. Applications are due March 17, 2025, and must be submitted through Grants.gov or MyGrants. Proposals should include a detailed narrative, budget documents, and supplementary materials like risk analysis, a logic model, and monitoring and evaluation plans. DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernmental organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRLs preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited. Additionally, proposals must state the applicants current NGO registration and operating status in Pakistan to be considered.
