The 2025 City of Lawrence HOME Investment Partnerships Program (HOME) is a grant opportunity provided through the Housing Initiatives Division of the Planning & Development Services Department. This program is funded by the U.S. Department of Housing and Urban Development (HUD) to support affordable housing initiatives. Approximately $430,000 is anticipated for distribution, although the exact amount will be finalized in March 2025 based on federal allocations. Eligible projects will address the City’s 2023-2027 Consolidated Plan priorities and will be implemented between August 1, 2025, and July 31, 2026.
Eligible activities include acquiring, constructing, rehabilitating affordable housing, tenant-based rental assistance, and operational support for Community Housing Development Organizations (CHDOs). Housing funded through the HOME program must meet affordability standards, be permanent or transitional, and comply with HUD property standards. At least 15% of the funds are reserved for CHDOs, and all applicants must provide a 25% non-federal match, with certain exceptions for distressed areas or federally declared disasters.
Applications are due by January 31, 2025, at 5:00 PM. They must be submitted electronically in Word or PDF format via email to HousingInitiatives@lawrenceks.org. Applicants are encouraged to use the provided templates and include a narrative addressing eligibility, alignment with the City’s priorities, and project details such as scope, timeline, and budget. Projects involving construction or rehabilitation require additional underwriting documentation.
Applications will be reviewed by City staff and the Affordable Housing Advisory Board (AHAB). Recommendations will be forwarded to the City Commission for final approval in May 2025. Approved projects will then be submitted to HUD as part of the City’s Annual Action Plan, with funds becoming available after August 1, 2025. Grantees are required to comply with various federal and local regulations, including environmental reviews and non-discrimination policies.
