The Missouri Department of Natural Resources (MoDNR) administers a funding opportunity through the Drinking Water State Revolving Fund (DWSRF) to assist communities in addressing lead service line (LSL) issues. The rule requires all public water systems to complete a comprehensive inventory of all drinking water service lines connected to their systems. Funding is available annually through 2026 and is allocated on a first-come, first-served basis, prioritizing disadvantaged communities and those with high risk for lead exposure as identified on Missouri's Lead Testing Area Map. Eligible entities include political subdivisions such as counties, cities, and regional water districts, nonprofit corporations providing wholesale or regional water supply, and investor-owned water utility corporations. The program distinguishes between disadvantaged and non-disadvantaged communities using DWSRF affordability criteria or geographic indicators of lead poisoning risk. Eligible projects under this funding opportunity include LSL inventories, replacement plans, and replacement projects. The funding amounts vary based on project type and community status. Disadvantaged communities can receive 100% grants, with caps up to $5 million for replacement projects, while non-disadvantaged communities may receive partial grants covering up to 41% of project costs, with remaining costs financed through interest-free loans deferred for five years. For example, LSL inventory projects can be funded up to $102,500 (or 41% of cost) for non-disadvantaged communities and fully for disadvantaged ones. Applicants must submit a completed Lead Service Line Funding Application (MO 780-3017), a SAM.gov UEI screenshot, a resolution from the governing body, and any documentation to support prioritization of their project. Applications are accepted continuously throughout the year as long as funding remains available. Required documents differ slightly between disadvantaged and non-disadvantaged applicants, particularly regarding financial and legal certifications. Funding approval is subject to the Missouri Safe Drinking Water Commission. Projects are funded on a rolling, annual basis through 2026.
