Grant Description

The Fair Housing Initiatives Program (FHIP) Education and Outreach Initiative (EOI), administered by the U.S. Department of Housing and Urban Development (HUD), supports nonprofit and fair housing organizations through two primary components: the National Media Campaign (EOI-NMC) and the General Component (EOI-G). This initiative aims to educate the public and housing providers on their rights and responsibilities under the Fair Housing Act and to address and eliminate housing discrimination. The overarching objective of the program is to prevent discriminatory housing practices, expand housing choice, and ensure fair and equal access to housing opportunities for individuals from protected class groups. Under the EOI-NMC, HUD provides funding to qualified organizations to develop and implement a nationwide media campaign that includes digital, print, and broadcast materials focusing on fair housing rights. This component seeks to fill gaps in current educational content and reach underserved populations, particularly during National Fair Housing Month. The materials developed must be localizable and adaptable by other fair housing partners and should include clear information on how to file housing discrimination complaints through HUD. The EOI-G component supports regional, local, and community-based education and outreach efforts. These may include presentations at schools and places of worship, public service announcements, development and distribution of outreach materials, and conducting community-focused symposia or training events. All activities must directly relate to increasing public knowledge about the Fair Housing Act and address discrimination against protected classes including race, color, religion, sex, disability, familial status, and national origin. The funding available through this Notice of Funding Opportunity (NOFO) totals approximately $8,450,000. Of this, $1,300,000 is allocated for the National Media Campaign component, with award sizes ranging from $250,000 to $1,300,000. For the General Component, awards range from $75,000 to $125,000. HUD expects to issue around 58 total awards across both components. All funded projects will operate within a 12- to 18-month performance period and must adhere to specific use-of-funds and budgeting rules, including a mandatory $7,500 set-aside for HUD-approved training. Eligible applicants include Qualified Fair Housing Enforcement Organizations, Fair Housing Enforcement Organizations, other nonprofit organizations representing protected classes, FHAP agencies, and other public or private entities engaged in combating discriminatory housing practices. Faith-based organizations may apply, but individuals are not eligible. Additional eligibility requirements include having appropriate nonprofit status or pending IRS application, no overlapping active grants under the same component, and no "poor" performance rating on past FHIP grants within the last year. Applications must be submitted electronically via Grants.gov by 11:59 PM Eastern Time on August 21, 2025. Registrations with SAM.gov and Grants.gov must be active at the time of application. Applicants are also required to submit forms including SF-424, HUD-424B, HUD-2880, and HUD-424-CBW, among others. A complete application must include a detailed budget, work plan (Statement of Work), and narrative responses to evaluation criteria including organizational capacity, need, proposed solution, and expected outcomes. Applications are evaluated through a three-part review process: threshold review, merit review (based on four rating factors totaling up to 100 points), and risk review. HUD will notify selected grantees via email and proceed with negotiations to finalize the grant agreements.
