Grant Description

The Centers for Disease Control and Prevention (CDC), under the U.S. Department of Health and Human Services, is forecasting a cooperative agreement opportunity to sustain and strengthen HIV services in Ukraine through the President’s Emergency Plan for AIDS Relief (PEPFAR). The program seeks to provide life-saving HIV prevention, testing, and treatment interventions for populations at heightened risk, particularly in the context of the ongoing war that continues to challenge access to care. The Public Health Center of the Ministry of Health of Ukraine will be the key partner in this effort, supported by CDC technical assistance and oversight to ensure effective implementation and sustainability of interventions. This funding opportunity aims to maintain continuity of HIV care and expand access to services through differentiated and targeted delivery models. The project will prioritize identifying undiagnosed individuals living with HIV, ensuring rapid linkage to treatment, and supporting adherence and retention across healthcare and community settings. Mobile HIV testing and treatment services will be deployed to increase accessibility in hard-to-reach and conflict-affected areas, while health facilities will be supported to implement patient-centered approaches that improve service quality and efficiency. Core program objectives include strengthening community-based HIV testing and case finding through social network-based strategies, scaling mobile and facility-based differentiated service delivery, and enhancing prevention programming for high-risk populations. Activities will emphasize accessibility, quality, and timely initiation of antiretroviral therapy while reducing barriers to sustained care. The initiative reflects PEPFAR’s commitment to achieving epidemic control by supporting national partners and promoting resilient health systems amid crisis conditions. The anticipated total funding for the first year is approximately $8,000,000, subject to the availability of funds. CDC expects to issue a single award under this announcement. No cost sharing or matching is required. Award recipients will work closely with CDC-GHC to meet defined performance metrics and reporting requirements consistent with PEPFAR accountability frameworks. Expenditures must comply with U.S. government regulations and be used exclusively for program activities related to HIV testing, treatment, and prevention as outlined in the Notice of Funding Opportunity (NOFO). Applications are expected to open December 2, 2025, with submissions due by February 17, 2026, no later than 11:59 p.m. Eastern Time. The estimated award and project start date is September 30, 2026. As a forecasted opportunity, this NOFO may be subject to updates prior to publication. Eligible applicants include a wide range of public, private, and nonprofit entities, including state, local, and tribal governments, higher education institutions, and for-profit organizations.
