The Arizona Department of Housing (ADOH) has issued the FY2026 State Housing Trust Fund (SHTF) Housing Solutions Notice of Funding Availability (NOFA), offering $8 million to support the development, renovation, or operation of emergency and transitional housing projects. This competitive funding round targets housing programs that serve individuals experiencing homelessness, those in crisis, and individuals who are seriously mentally ill and chronically resistant to treatment. The NOFA was released on March 6, 2026, with a submission deadline of April 17, 2026, at 3:00 PM Mountain Time. Eligible project types include: (A) emergency shelter facilities; (B) transitional housing units with non-congregate designs for up to 24 months; and (C) other housing options intended to support persons with serious mental illness who are resistant to traditional treatment approaches. The maximum funding request per application is $1,000,000. Only one project per organization or its affiliates may be funded in this round. Applicants must be experienced nonprofit or for-profit organizations with at least three years of public funding history in housing vulnerable populations. All proposed projects must serve individuals or families earning up to 80% of the Area Median Income (AMI) and must be located within the State of Arizona. Ineligible or incomplete submissions will be disqualified. Proposals must be submitted electronically via the State HTF Special Projects Portal. The required application includes a five-page narrative, a detailed program budget (up to two pages), and documentation of the applicant’s legal, financial, and operational history. Scoring will be based on applicant experience (20 points), organizational capacity (15 points), project design (30 points), readiness (15 points), and budget (20 points), for a total of 100 possible points. Award decisions are anticipated by May 8, 2026, following an internal review panel. A non-refundable administrative fee of $1,600 is due prior to contract execution. Funds will be distributed on a reimbursement basis, and up to 10% may be used for administrative and indirect costs. Projects must adhere to all ADOH funding terms, which include signing standard financing documents, recording restrictive covenants, and meeting ongoing compliance requirements as defined in the agreement.
