The Fiscal Year 2025 Nonprofit Security Grant Program (NSGP) is administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA). The NSGP aims to enhance the physical and cybersecurity posture of nonprofit organizations at high risk of terrorist or extremist attacks. It is structured into two funding streams: NSGP-Urban Area (NSGP-UA) for organizations located within designated high-risk urban areas, and NSGP-State (NSGP-S) for those located outside these areas. The program helps nonprofits implement protective measures through security enhancements, training, planning, and related activities, thereby safeguarding individuals and facilities from increasing threats. The total funding allocated for FY 2025 is $274,500,000, split evenly between NSGP-UA and NSGP-S. Nonprofits may apply for up to $200,000 per site, with a maximum of three sites per funding stream and six sites total per state. This means a nonprofit could potentially receive up to $600,000 per state if they apply under both NSGP-UA and NSGP-S. Allowable costs include planning, equipment, training, exercises, and contracted security personnel. Funds must be used for specific facility addresses and must address risks identified in the organization’s vulnerability assessment. Common uses in prior years included security cameras, impact-resistant doors, fencing, lighting, and security systems. Only State Administrative Agencies (SAAs) may apply directly to FEMA. Nonprofit organizations must apply through their SAA as subapplicants. Nonprofits must submit an Investment Justification (IJ), a vulnerability assessment, and a mission statement. Applications will be reviewed and scored first by the state and then by FEMA, using weighted criteria including threat, vulnerability, consequence, and previous funding history. Ideology-based organizations such as religious institutions may receive higher weighting in final scoring. Notably, organizations that have never received NSGP funding are given a 15-point scoring bonus. Applications must be submitted via the FEMA Grants Outcomes (FEMA GO) portal. The application window opens on July 28, 2025, and closes on August 11, 2025, at 5:00 PM ET. Awards will be announced no later than September 30, 2025. The program does not require cost sharing or matching funds. The period of performance begins on September 1, 2025, and ends August 31, 2028. Applicants are encouraged to prepare early, as registration in SAM.gov and FEMA GO may take several weeks. Organizations must be able to demonstrate a high risk of terrorist or extremist attack and submit robust, site-specific applications. Applications that are incomplete or submitted to the incorrect program (NSGP-UA vs. NSGP-S) may be disqualified. All funds must be expended within the performance period and for allowable purposes only.
