The Fiscal Year 2025 Community Development Block Grant (CDBG) Competitive Cycle, administered by the Missouri Department of Economic Development (DED), provides funding to non-entitlement areas in Missouri for projects that strengthen public infrastructure, facilities, and address hazardous structures. This grant is part of the U.S. Department of Housing and Urban Development’s (HUD) broader CDBG initiative. The program is designed to support community development efforts with the overarching goal of benefiting low-to-moderate income (LMI) residents or eliminating conditions of slum and blight.
The FY25 competitive cycle opens on April 28, 2025, at 12:00 p.m. and closes on July 28, 2025, at 5:00 p.m. Approximately $23,320,999 is available in total for this round. Funding is divided among three main categories: General Infrastructure, Community Facilities, and Demolition. Each category comes with specific eligibility criteria, documentation requirements, national objective criteria, and maximum award thresholds. The infrastructure and facilities projects must primarily benefit LMI residents, while demolition projects must target designated slum and blight areas. Projects must be located in non-entitlement areas—cities with populations under 50,000 or counties under 200,000.
Eligible applicants include Missouri cities, counties, and villages in non-entitlement areas, along with sponsored political subdivisions and non-profit organizations, provided they have the legal jurisdiction and are included through an intergovernmental agreement. However, entities with open projects awarded prior to April 1, 2022, that are not closed by March 2025 are ineligible. Additionally, applicants with delinquent audits are disqualified. Each applicant must also conduct a public hearing and submit a full application package via the Submittable platform.
Application requirements vary by category. General Infrastructure and Community Facilities applicants must include a Preliminary Engineering or Architectural Report (PER/PAR). Community Facilities projects involving ADA improvements also require State Historic Preservation Office (SHPO) clearance and a compliance plan. Demolition projects require extensive documentation including property maps, photos, proof of ownership, consent forms, and evidence of long-term vacancy. Matching requirements apply only to demolition projects: $500 per residential structure or 20% of commercial demolition costs.
Applications will be evaluated on a 100-point scale across multiple criteria including need, impact, local effort, readiness, and past performance. Community Facilities and Infrastructure applications also benefit from bonus points if letters of support from state legislators are submitted. Public hearings must be properly advertised, and LEP compliance must be documented through a Four-Factor Analysis and potentially a Language Access Plan.
