Local Food Promotion Program Fiscal Year 2025
This program provides funding to various organizations and businesses in the U.S. to develop and expand local food systems, enhancing access to regionally produced agricultural products through marketing and distribution efforts.
The Local Food Promotion Program (LFPP) for Fiscal Year 2025 is administered by the U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), under the broader Local Agriculture Market Program (LAMP). This program supports the development, coordination, and expansion of local and regional food business enterprises involved in indirect producer-to-consumer marketing. These efforts aim to enhance access to locally and regionally produced agricultural products through activities such as aggregation, distribution, processing, and marketing. AMS anticipates awarding $11 million in competitive grants through LFPP in FY25. All applicants must contribute a 25% non-federal cost share, either in cash or in-kind, matching the federal funding request. Four types of projects are supported: Planning ($25,000β$100,000, 24 months), Implementation ($100,000β$500,000, 36 months), Turnkey Marketing and Promotion ($50,000β$100,000, 24 months), and Turnkey Recruitment and Training ($50,000β$100,000, 24 months). Applications must align with LFPPβs objectives and cannot include unallowable activities such as direct agricultural production or construction. Eligible applicants must be domestic entities located and operating within the U.S. and its territories, including tribal governments. Eligible applicant types include agricultural businesses or cooperatives, CSA networks, economic development corporations, food councils, local governments, nonprofits, producer networks, public benefit corporations, regional farmers market authorities, and tribal governments. Fiscal sponsors are permitted under certain conditions. Applicants must submit their application packages electronically through Grants.gov by June 27, 2025, at 11:59 p.m. Eastern Time. Required documents include SF-424, SF-424A, a project abstract, a narrative (based on project type), letters of cost share verification, and letters of commitment from partners. Optional documents may include evidence of critical infrastructure and a negotiated indirect cost rate agreement (NICRA). Application components must adhere strictly to formatting guidelines to be considered. Evaluation of applications follows a three-step process: initial screening, technical review, and administrative review. The technical review assesses alignment and intent, technical merit, achievability, expertise and partnerships, and fiscal planning. Projects benefiting underserved communities or located in Low Income/Low Access (LI/LA) census tracts receive priority consideration. Food Council β Councils or networks representing multiple food system stakeholders and addressing local/regional food issues. Local Government β Includes municipalities, counties, cities, towns, school districts, special districts, and similar local government entities. Majority-Controlled Producer-Based Business Venture β Business ventures where more than 50% ownership/control is held by producers or producer-owned entities. Nonprofit Corporation β Includes organizations with IRS 501(c) status and accredited institutions of higher education. Producer β Owner-operators or tenants who produce crops or livestock and share in the farm income. Producer Network or Association β Member-owned groups that sell agricultural products or services through a common system or that assist/serve such groups. Public Benefit Corporation β Entities organized to operate a public improvement, with profits benefiting the state or public. Regional Farmers Market Authority β Entities with jurisdiction over regional/state/county farmers markets, including designated state agencies. Tribal Government β Recognized tribal governing bodies or agencies eligible under Bureau of Indian Affairs provisions.
