The U.S.-Ukraine Reconstruction Engineering Scholarships program, administered by the Public Diplomacy Section of the U.S. Embassy in Kyiv, represents a key initiative under the U.S. Department of State's commitment to support Ukraine’s post-war recovery and reconstruction. With a total program funding of $2,000,000, this opportunity is open exclusively to U.S. military colleges and institutions. The primary aim is to provide scholarships for Ukrainian undergraduate and graduate students to study in fields critical to Ukraine’s rebuilding efforts, such as engineering, cybersecurity, and supply chain management. This initiative is part of a broader strategic investment to strengthen U.S.-Ukraine relations and counter authoritarian influence by equipping future Ukrainian professionals with U.S.-based academic knowledge and best practices. The scholarship program has two main components. First, selected Ukrainian students will attend U.S. military academic institutions to receive formal education and professional development in priority disciplines. Second, the program will implement Follow-on Impact Initiatives, including the creation of a Ukrainian alumni network and the facilitation of strategic partnerships between U.S. and Ukrainian institutions. These efforts aim to ensure the long-term sustainability of the program and reinforce its contributions to Ukraine’s national recovery. The application is open until 23:59 Kyiv time on August 25, 2025. Eligible applicants are limited to U.S. military colleges and institutions offering programs in the specified fields. Although cost-sharing is not mandatory, it may be used as a tiebreaker in the selection process. Applicants must have a Unique Entity Identifier (UEI) and be registered in SAM.gov. Applications must include a proposal, standard federal forms (SF-424 series), a detailed budget narrative, and supporting documents such as CVs of key personnel and letters of support from partner organizations. Applicants must submit detailed proposals that address the program’s objectives, describe implementation methods, identify key personnel and partners, and provide a robust monitoring and evaluation plan. The proposal must demonstrate how the applicant institution will select students through a competitive, merit-based process and ensure their successful academic and professional development during the program. Applications will be evaluated based on criteria including program quality and feasibility (30 points), organizational capacity and experience (20 points), clarity and likelihood of achieving objectives (15 points), budget detail and appropriateness (10 points), the robustness of the monitoring and evaluation plan (15 points), and sustainability beyond the grant period (10 points). Cooperative agreements will be administered with substantial involvement from the U.S. Embassy, including in recruitment, communications, and oversight. The anticipated project start date is October 2025 or later, with a maximum performance period of five years. All applications and inquiries must be submitted via email to KyivPDGrants@state.gov.
