Grant Description

The U.S. Department of Housing and Urban Development (HUD), through its Office of Community Planning and Development, has released funding opportunity FR-6902-N-25A titled Continuum of Care Builds (CoC Builds). HUD administers the Continuum of Care Program under Assistance Listing 14.267, which aims to support communities in addressing homelessness through coordinated efforts and resources. This initiative continues HUDโ€™s long-standing role in providing housing and support services with the goal of expanding permanent supportive housing capacity. The CoC Builds program provides targeted funding for construction, acquisition, or rehabilitation of new units of permanent supportive housing (PSH). Most of the requested funding under this notice of funding opportunity must be allocated specifically to create new units of PSH. In addition, limited amounts may be directed to other eligible CoC Program costs, including administrative expenses, in accordance with guidelines outlined in the full notice. Applicants are required to carefully review sections IV.B.1.b and IV.B.1.c of the NOFO for full details on allowable costs and percentage limitations. HUD expects to issue up to eight awards under this funding round, with a total estimated program funding of $75 million. Individual awards will range from a minimum of $1 million to a maximum of $14 million. Applicants must demonstrate capacity to carry out large-scale housing development and meet HUDโ€™s requirements for financial management, project administration, and long-term housing commitments. Cost sharing or matching is required under this program, and applicants should be prepared to document their ability to provide such contributions. Eligible applicants include state governments, city and township governments, county governments, special district governments, public housing authorities and Indian housing authorities, federally recognized Native American tribal governments, and nonprofit organizations with IRS 501(c)(3) status, excluding institutions of higher education. Faith-based organizations are also eligible to apply on the same basis as any other entity. Individuals, sole proprietorships, and foreign entities are explicitly ineligible. Applications must be submitted electronically via Grants.gov by September 12, 2025, no later than 3:00 p.m. Eastern Time. The opportunity was first posted on September 5, 2025.
