VHCB Water Quality Grant
This program provides financial support to Vermont farms and eligible non-farm entities for capital improvements that enhance on-farm water quality and reduce nutrient runoff.
The Water Quality Grant offered through the Vermont Farm & Forest Viability Program, an initiative of the Vermont Housing & Conservation Board (VHCB), provides targeted financial support to farm businesses undertaking capital improvements aimed at enhancing on-farm water quality. Backed by the State of Vermont Clean Water Budget, this program aims to reduce nutrient runoff and support long-term compliance with state water quality regulations. Approximately $750,000 in competitive grant funds is available for fiscal year 2026, with individual award amounts ranging from $5,000 to $50,000. These grants are reimbursement-based, with a mandatory 1:1 matching requirement. The grant is open to Vermont farms that generate at least $15,000 in gross income annually and are required to comply with the state’s Required Agricultural Practices (RAPs). Additionally, non-farm entities—such as non-profits or custom operators—that play an integral role in water quality management on farms are also eligible, provided they confirm their eligibility with VHCB staff in advance. To ensure inclusive access, the program may offer match waivers for applicants unable to meet the 50% cost-share requirement. Projects must have a direct and measurable impact on water quality and be designed as long-term investments rather than short-term or annual practices. Eligible expenditures include construction or renovation of manure storage and feed storage infrastructure, barnyard improvements, and milkhouse waste treatment. Equipment purchases such as no-till seeders, GPS-enabled manure injection systems, and compost management tools are also covered. Conservation infrastructure, including fencing and laneways that improve soil health and reduce runoff, qualifies as well. VHCB funds may be used alongside other federal and state funding sources such as NRCS-EQIP, VAAFM BMP, and CEAP programs. The grant application process opens on November 14, 2025, and submissions are due by January 9, 2026. Applicants must submit a completed online application along with key attachments including a project budget, financial statements, a project map, contractor quotes, and letters of support. Additional documents such as business plans and photographs are optional. All projects must be completed by November 1, 2027. Applications will be evaluated based on water quality impact, financial readiness, project planning, and alignment with VHCB’s goals. Applications from dairy and livestock farms may be more competitive, particularly if they demonstrate strong water quality benefits. Informational webinars will be hosted in December 2025 and early January 2026 to assist prospective applicants, and application support is available through UVM Extension. Final award decisions are expected by April 2026. All grants will be issued on a reimbursement basis and are subject to compliance review and coordination with state partners.
