FY25 High Priority Program Innovative Technology Deployment (HP-ITD)

The High Priority Innovative Technology Deployment (HP-ITD) grant program, issued by the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA), is designed to advance technological capabilities and promote the deployment of intelligent transportation system applications for commercial motor vehicle (CMV) operations. The program supports systems and networks specific to CMV safety, commercial driver productivity, and regulatory cost reduction. Projects eligible for funding include developing or enhancing systems that link federal motor carrier safety information systems with state CMV systems, improving safety and productivity, and reducing operational costs. The HP-ITD program aligns with the U.S. Department of Transportation's strategic goals, focusing on safety, equity, climate sustainability, and economic strength. Projects are expected to demonstrate alignment with these goals, particularly in underserved communities and areas impacted by environmental disparities. Eligible applicants include states, U.S. territories, and other qualifying jurisdictions with an approved Commercial Motor Vehicle Information Systems and Networks Program Plan (PP/TLD). Proposals must address core compliance, including developing program plans, enhancing data-sharing mechanisms like the Commercial Vehicle Information Exchange Window (CVIEW), and implementing advanced electronic screening technologies. Projects may also include initiatives such as real-time parking availability systems, electronic notification systems for work zones, and deployment of technologies for inspection capabilities. Specific eligibility requirements include certification of alignment with national intelligent transportation systems, ensuring interoperability, and maintaining agreements with relevant state agencies to avoid duplication of federal funding efforts. Applications must include a comprehensive project narrative, budget narrative, and required federal forms such as SF-424, SF-424A, SF-424B, and the Certification Regarding Lobbying form. The narrative must cover sections such as the problem statement, performance objectives, activity plan, performance measurement plan, and monitoring and reporting plans. The application must also provide measurable performance indicators and clearly articulate how the proposed project aligns with national priorities. Each project within an application must include distinct subtitles, narratives, and budgets. Applications are limited to four projects per submission and must adhere to formatting requirements, including a 35-page narrative limit. The FMCSA will evaluate applications based on technical merit, budget cost analysis, program-specific criteria, and past performance. Projects must demonstrate sound methodologies, measurable performance indicators, and alignment with the FMCSA’s goals. Budget proposals must justify costs as allowable, allocable, and reasonable, with detailed breakdowns for personnel, fringe benefits, travel, equipment, supplies, and contractual costs. Past performance reviews will consider the applicant's history of compliance with federal grant requirements, financial management practices, and timely project execution. Additional evaluation considerations include alignment with racial equity, climate change, and sustainability priorities as outlined in executive orders. Applications must be submitted electronically via Grants.gov by March 7, 2025, at 5:00 PM EST. Late applications will only be considered under extraordinary circumstances, such as large-scale system failures or natural disasters. Successful applicants will be notified via GrantSolutions, and awards will be subject to federal oversight, compliance with administrative requirements, and reporting obligations. Reporting requirements include quarterly performance and financial updates, compliance with Title VI Civil Rights Act requirements, and participation in program evaluations.
