Stanislaus Bioeconomy Workforce Development Fund

BEAM Circular, based in Modesto, California, is facilitating a vibrant regional ecosystem for the circular bioeconomy in the North San Joaquin Valley. Through its BioEconomy, Agriculture, and Manufacturing (BEAM) Initiative, BEAM Circular promotes collaboration and drives action to scale innovations in bioindustrial manufacturing, supporting economic and environmental outcomes for local communities. In partnership with Stanislaus County and funded through the American Rescue Plan Act (ARPA), BEAM Circular is managing the Stanislaus County Bioeconomy Workforce Development Fund to foster local workforce readiness and access to bioeconomy careers. The fund aims to support bioeconomy career exposure and training programs within Stanislaus County by offering grants ranging from $5,000 to $100,000 per project. A total of up to $800,000 in funding is available, with applications accepted in three rounds. The fund is designed to enhance access to good jobs, promote STEM education, and strengthen workforce capacity in bio-based manufacturing, with an emphasis on serving underserved and first-generation students, displaced workers, and individuals reentering the workforce. Eligible applicants include educational institutions, local government entities, school districts, and 501(c)(3) nonprofit organizations operating within Stanislaus County. Projects must directly benefit target populations disproportionately impacted by the COVID-19 pandemic, such as residents of qualified census tracts and recipients of specific federal assistance programs. Grants can fund a wide range of activities including curriculum development, internships, work-based learning, fast-track credential programs, and professional development for educators. Projects should prioritize one-time investments with lasting impact and demonstrate a plan for financial sustainability. The application process involves submitting a comprehensive proposal of no more than six pages. Required elements include a cover page with organizational details and funding request, a project narrative addressing impact, beneficiaries, leadership and partners, financial sustainability, and a project timeline with key milestones and deliverables. A detailed budget is also required. Proposals should be sent via email to proposals@beamcircular.org with the designated subject line. Awards will be announced within two months of each round’s deadline, and all funding must be expended by October 2026. The upcoming deadlines are June 30, 2025 (Round 1), August 30, 2025 (Round 2), and October 30, 2025 (Round 3). Monthly check-in meetings with BEAM Circular staff are required for grantees, and all projects must submit a final report. Additional resources such as the 2024 CBIO Bioeconomy Workforce Development Landscape Report and materials from InnovATEBIO, BioMADE, and other partners are available to assist applicants in proposal development.
