EXCEL (Expanding Childcare and Early Learning), previously known as the Early Learning Acceleration Institute (ELAI), is introducing a targeted grant initiative aimed at addressing the increasing demand for accessible, high-quality childcare services in Central Alabama. This effort is spearheaded by the United Way of Central Alabama to support the expansion of enrollment in early learning programs by enhancing the physical and operational capacities of eligible childcare providers. The grant is open to existing childcare providers licensed by the Alabama Department of Human Resources (DHR). Eligible applicants include center-based providers, home-based providers transitioning to a center-based model, and licensed providers planning to open a second or third facility. However, home-based providers who intend to expand within their current setup are not eligible for this grant cycle. The geographical focus is limited to Blount, Chilton, Jefferson, Shelby, St. Clair, and Walker counties, ensuring that the funding directly benefits communities within Central Alabama. Award amounts for this opportunity are capped at $25,000 per organization. These funds are designated for one-time expenses that lead to an increase in childcare capacity. Allowable expenses include construction or renovation of facilities to accommodate more children, essential safety repairs tied to expansion, and targeted improvements to the learning environment if directly linked to increased enrollment. The funds may not be used for operational costs such as salaries, general office supplies, or lobbying and fundraising activities. The grant period spans from January 1, 2026, to January 31, 2027, and all funds must be expended within this timeframe. Applicants are required to demonstrate financial stability, staffing readiness (without relying on grant funds for staff salaries), use of or plans to implement reputable quality standards, a concrete capacity-building strategy, and a clearly itemized budget. Providers with currently low enrollment must also present a robust plan to increase enrollment figures. Required documentation may include the provider’s DHR license, IRS tax exemption letter, and a business license, depending on their organizational structure. Applications will be accepted through the United Way of Central Alabama's online grant system from Monday, September 29, 2025, through Wednesday, November 5, 2025. First-time applicants must complete a New Account Set Up Form to access the portal. Award decisions will be communicated in December 2025. Throughout the grant period, grantees are expected to submit quarterly performance reports and a final report upon completion. This allows the funder to monitor the impact and ensure accountability for the use of awarded funds.
