Grant Description

The Clean Fleet Vehicle and Technology (CFVT) program, administered by the Colorado Department of Public Health and Environment’s Clean Fleet Enterprise, is a competitive grant initiative established under Colorado Senate Bill 21-260. Its purpose is to accelerate the adoption of battery-electric, plug-in hybrid, fuel cell, and near-zero-emission vehicles by public and private fleets operating within Colorado. The program supports statewide efforts to reduce air pollution and greenhouse gas emissions from fleet vehicles, promote environmental justice, and align with the goals of the Colorado Electric Vehicle Plan. Funding is available for new vehicle acquisitions only, with per-vehicle incentives based on vehicle class and gross vehicle weight. Light-duty vehicles may receive up to $50,000, Class 3 vehicles up to $90,000, Class 4–6 up to $250,000, and Class 7–8 up to $450,000, with cost-share percentages ranging from 50% to 70%. Compressed natural gas vehicles must prove at least 90% recovered methane usage. A scrappage incentive of $7,500 is available for eligible pre-2010 diesel vehicles being replaced, capped at 10 per applicant. Fleet applicants are also expected to report vehicle operational data bi-annually throughout the agreement term. Eligible applicants include public agencies, private sector entities, K-12 schools, higher education institutions, and intergovernmental partnerships with at least one vehicle in their existing fleet. Transit agencies, vehicle conversions, and used or demo vehicles are ineligible. Projects must demonstrate readiness for implementation, including secure infrastructure and financial preparedness to manage upfront costs pending reimbursement. All vehicles must be new, registered in Colorado, and in operational use within 18 months of award. Applications must be submitted electronically through the program's online portal. Required documents include a completed application form, fleet inventory, vehicle quotes, cost-share documentation, deployment timeline, and letters of commitment. The application window opens on September 15, 2025, with submissions due by October 24, 2025. An optional Q&A period is available, with questions due by September 24 and responses posted by October 1. Awards are expected to be announced by December 2025, with contracts beginning in early 2026. Evaluation is based on application quality, project feasibility, environmental and community impact, and measurable outcomes such as emissions reductions and cost-sharing contributions. Applications are reviewed by an Evaluation Committee comprising members from CDPHE, CDOT, and the Colorado Energy Office, with final decisions made by the Clean Fleet Enterprise Board. Applicants are strongly encouraged to ensure their submissions are complete and compliant, as awards are competitive and cannot be modified post-submission.
