The Bureau of Land Management (BLM) has announced the FY25 Bureau of Land Management Wildlife Resource Management Program—Bureau-wide under Funding Opportunity Number L25AS00308. This grant is part of the BLM’s Wildlife Program, which fulfills the Department of the Interior’s responsibilities for wildlife conservation on public lands. It aims to support the management, protection, and enhancement of wildlife habitats and populations for ecological sustainability and the well-being of the American public. The total estimated program funding is $10,000,000, with approximately 90 awards expected. Individual awards range from $10,000 to a ceiling of $1,500,000. Matching funds are not required. Projects will be funded through Cooperative Agreements, and recipients should anticipate substantial involvement from BLM staff in project design, implementation, and evaluation. This includes joint collaboration, review of project stages, selection of personnel, and close monitoring of progress and outcomes. Eligible applicants include a wide array of public entities and nonprofit organizations: state, county, and city or township governments; public and private higher education institutions; Federally recognized tribal governments and tribal organizations; and nonprofit entities regardless of their IRS 501(c)(3) status. Individuals and for-profit organizations are explicitly excluded. Cooperative Ecosystem Studies Units (CESUs) are eligible if their proposals align with CESU objectives and comply with indirect cost rate caps. Applicants must submit their proposals through Grants.gov by 5:00 p.m. ET on July 23, 2025. The application window opens on June 23, 2025. Required documents include the SF-424 Application for Federal Assistance, SF-424A Budget Form (for non-construction projects), project narrative, project abstract, and additional attachments like biosketches for key personnel and proof of eligibility or tax status. All applicants must be registered in SAM.gov and possess a Unique Entity Identifier (UEI). Applications will be evaluated through an eligibility check, merit review, and risk assessment process. Proposals are scored based on criteria such as public benefit, technical approach, qualifications of personnel, and alignment with BLM priorities. Award notices are expected to be issued electronically beginning around September 1, 2025. Projects may extend up to five years, with a final end date no later than September 30, 2030. Post-award requirements include regular financial and performance reporting, adherence to the Buy America Act for infrastructure-related projects, and compliance with federal geospatial data standards.
