The OVW Fiscal Year 2025 Training and Services to End Abuse in Later Life Program Notice of Funding Opportunity (NOFO) supports efforts to address abuse in later life, including domestic violence, dating violence, sexual assault, stalking, neglect, abandonment, economic abuse, and willful harm committed against victims aged 50 years or older. The program emphasizes a multidisciplinary approach involving partnerships among law enforcement agencies, prosecutors, victim service providers, and organizations with experience assisting older individuals. Eligible applicants include states, units of local government, tribal governments, population-specific organizations, victim service providers, and state, tribal, or territorial domestic violence or sexual assault coalitions.
The program aims to provide training programs for professionals, enhance victim services, establish coordinated community responses, and conduct cross-training initiatives. Activities may include outreach and awareness campaigns, but these are capped at 10 percent of the total award funds. Additionally, the program prioritizes proposals serving culturally specific and underserved populations. New applicants must allocate at least 25 percent of their budget to outreach and direct services for older victims, while continuation applicants must allocate at least 33 percent. Legal services are capped at 20 percent of outreach and service funds.
Applications must include required documents such as a proposal narrative, budget worksheet and narrative, memorandum of understanding (MOU), and letters of commitment from partner agencies. The budget must account for travel to OVW-sponsored trainings, outreach and direct services, and sufficient resources to ensure accessibility for individuals with disabilities or limited English proficiency. Applicants may apply for up to an additional $50,000 to support activities focused on underserved or culturally specific populations, provided they partner with a population-specific organization.
The application process involves two submission steps: an initial SF-424 form submitted via Grants.gov by March 4, 2025, followed by the full application in JustGrants by March 6, 2025. Selected grantees must participate in OVW-sponsored training and technical assistance, implement mandatory activities such as coordinated community responses and training for law enforcement and prosecutors, and complete strategic plans for outreach and services.
Applications will undergo peer and programmatic reviews based on responsiveness, adherence to program goals, and past performance. Awards will range from $450,000 to $750,000, with an anticipated 25 awards funded from a total pool of $13 million.
