FY 25 Trade Adjustment Assistance (TAA) Program Training and Other Activities (TaOA) Funds
This funding provides financial support to state workforce agencies to assist workers adversely affected by foreign trade through training and related services during the program's winddown period.
The Trade Adjustment Assistance (TAA) Program Training and Other Activities (TaOA) Funding for Fiscal Year (FY) 2025, outlined in TEGL No. 01-25, is issued by the U.S. Department of Laborโs Employment and Training Administration (ETA). It provides states with the opportunity to request targeted financial support to serve trade-affected workers during the winddown period of the TAA program, which entered phaseout termination as of July 1, 2022. This guidance supersedes previous formula-based fund allocations and instead requires states to submit specific requests based on need. The total amount available for TaOA funding is $25,867,700 after sequestration adjustments and prior commitments. The TAA Program, authorized under the Trade Act of 1974 and amended by various reauthorization acts, offers support to workers adversely affected by foreign trade. It provides funding for training, job search and relocation allowances, employment and case management services, and related administrative costs. For FY 2025, the TaOA funds are available only upon request and require states to submit detailed justifications, including Form ETA-9117 and SF-424, within 20 calendar days of the guidance publication date (July 22, 2025). The guidance emphasizes prioritization of existing participants over outreach, limiting outreach to workers who proactively seek services or are identified through Rapid Response efforts. Eligible applicants are State Workforce Agencies or Cooperating State Agencies designated by governors. Each applicant must show they have expended at least 50% of their combined FY 2023 and FY 2024 TaOA funds or that an unexpected increase in demand necessitates additional funds. They must also provide estimates for training costs, anticipated enrollment, and administrative needs. States are allowed to request more than 10% of their TaOA allocation for administrative costs, provided this is justified and documented in their submission. Applications must be submitted both via email (ETA-9117 to otaa.administrator@dol.gov) and through www.grants.gov (SF-424 form). The performance period for FY 2025 funds runs from October 1, 2024, through September 30, 2027. The Department will review requests based on the defined criteria and issue awards accordingly. Indirect cost estimates should be included in Item #15 of SF-424 and do not impact the total amount requested in Item #18. States are reminded that outreach activities should be minimal and appropriately charged under case management services. Moreover, states must use the funds to support only previously certified workers under the 2002, 2009, 2011, 2015, or Reversion 2021 programs, and cannot serve any newly certified workers after June 30, 2022. Final use of funds must comply with applicable statutes, including 20 CFR part 618, 2 CFR part 200, and various TEGLs that guide administration, oversight, and fiscal compliance. All funds must be used within the allowable 3-year expenditure window.
