Grant Description

The City of Palm Desert’s Outside Agency Funding Program is a municipal grant initiative designed to support nonprofit organizations, educational groups, and community-based entities that provide critical services and enrichment programs for Palm Desert residents. As part of the City’s broader commitment to enhancing quality of life and meeting the unmet needs of its community, this program offers financial support for a wide range of activities focused on health, human services, education, and community enrichment. Grants are awarded annually based on a competitive review process conducted by the Outside Agency Funding Committee, which ensures that funding aligns with the city’s priorities and reaches organizations capable of making a tangible impact. The program targets both direct and indirect services benefiting Palm Desert residents, with primary consideration given to established nonprofit organizations. Applicants must have a verifiable nonprofit status and a minimum of five years of operational history. Organizations must be able to demonstrate financial stability, a track record of service to the Palm Desert community, and the ability to use funds exclusively for the purposes outlined in their proposals. Grants are not awarded for startup costs, political or discriminatory activities, or capital expenditures such as equipment or insurance. The program excludes general event sponsorships and does not fund activities that do not directly serve the city or its residents. Each application must include a clear explanation of the program’s objectives, the community benefit it aims to provide, and a demonstration of how the proposed activities will address one or more of the city’s identified priorities. These include improving basic living conditions, enhancing individual or household self-sufficiency, and promoting community livability. While the program supports services such as health care, food assistance, and transportation for vulnerable groups (including seniors and youth), it may also fund arts, culture, and educational programs if they have a demonstrable public benefit. Applications are evaluated based on feasibility, alignment with community needs, and the applicant’s ability to deliver outcomes without ongoing reliance on city funds. For the 2026–2027 funding cycle, applications will be accepted from January 5, 2026, through April 30, 2026. The application window is strictly enforced; no late submissions are considered unless special circumstances are formally approved by the City Manager. Following the close of the application period, the City’s Outside Agency Funding Committee, composed of five members including two City Council representatives, will review applications in May 2026. Recommendations are then presented to the City Council for final approval on June 25, 2026. Applicants will be notified of funding decisions by July 6, 2026. Funds are disbursed on a reimbursement basis, requiring detailed documentation and receipts for approved expenditures. Funded activities must take place between July 1, 2026, and June 30, 2027, unless an exception is granted by the City Manager. Applicants must also submit outcome and financial reports upon request, and any misuse of funds or deviation from approved purposes may result in disqualification from future cycles. Special consideration is provided to public school PTOs and similar groups that support educational enrichment aligned with City goals, particularly in STEM fields or college preparation. However, the City does not fund routine educational operations or individual club requests, and encourages coordinated applications through PTOs to streamline support. All services must be accessible to the general public, and religious organizations must use funds only for secular purposes. The program’s intent is to enable high-impact, community-serving programs to thrive through responsible partnership with the City of Palm Desert.
