The Clean Vessel Act (CVA) Grant Program, administered in California by the Division of Boating and Waterways (DBW), aims to reduce pollution from vessel sewage discharges into U.S. waters. This includes costs related to equipment (new or renovated), pumps, piping, lift stations, holding tanks, dock modifications, signage, permits, and other essential components for a functioning waste disposal station. Notably, the grant does not cover restroom construction or wastewater treatment systems like septic tanks or municipal plants. Applicants are required to contribute a minimum 25% cost share toward the installed costs. This match can be fulfilled through direct funding or the market value of in-kind services or materials. Importantly, costs incurred prior to the execution of the grant agreement are not eligible for reimbursement, which reinforces the importance of formal grant approval before initiating projects. While the use of these facilities is encouraged to be free, a maximum fee of $5 may be charged; however, priority is given to proposals offering free or lower-cost services. To remain eligible and compliant, grant recipients must ensure that funded facilities are accessible to all recreational vessels throughout the useful life of the installation. Additionally, visible signage featuring the national pumpout symbol and information such as usage fees, hours, and maintenance contacts must be installed. Recipients must also acknowledge the Sport Fish Restoration Program as a funding source. Applications for the CVA Grant Program must be submitted through the Online Grant Application (OLGA) portal. While the program does not require pre-application steps such as letters of intent, applicants should thoroughly review the submission requirements and operational expectations.
