OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthenscommunity safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, OVC seeks to support VOCA Victim Compensation programs across the Nation that provide crucial financial assistance to hundreds of thousands of crime victims each year. VOCA Victim Compensation formula funds shall be used by states and territories for awards of compensation benefits to eligible crime victims. OVC encourages states and territories to use VOCA funding within program parameters to affirmatively advance equity, civil rights, justice, and equal opportunity. In line with these goals, OVC particularly encourages states and territories to include American Indian and Alaska Native Tribes in program planning and funding. State and territory victim compensation programs, funded by VOCA Victim Compensation Formula Grant awards, supplement state/territory efforts to offset victims financial burdens resulting from crime. Compensation is vital to victims who face enormous financial setbacks from medical fees, lost income, dependent care, funeral expenses, relocation expenses, and other costs. OVC will award each eligible state and territory victim compensation program an annual grant equal to 75 percent of the amount the program awarded in state-funded victim compensation payments during the fiscal year 2 years prior to the present fiscal year, other than amounts awarded for property damage.

Notice of Funding Opportunity Description Background Although vaccines are among the most effective approaches to control viral diseases, developing a prophylactic or therapeutic HIV vaccine has proven elusive. There are no licensed vaccines for HIV. Strategies for induction of HIV broadly neutralizing antibodies will likely require repeated exposures over long periods, including immunization with distinct antigens in sequential order. Such immunization strategies will require development of technologies for controlled vaccine release. Recent advances in materials-based science, controlled release technologies, delivery systems, and immunology provide opportunities to enhance the quality, potency and durability of vaccine-induced T cell and antibody responses to HIV-1. Materials-based approaches can be engineered to improve the stability, spatiotemporal release, and presentation of multiple vaccine components; for example, by controlling the time frame and dose of vaccine delivery over days to weeks. Recent studies have shown that a slow-release vaccine is superior to bolus administration at inducing breadth, potency, and durability of antibody responses to HIV antigens by prolonging antigen exposure in the germinal centers, thereby enhancing the maturation of B cells and generating stronger humoral immune responses. Further research is needed to elucidate the mechanisms underlying the immunological improvements observed with slow-release vaccine delivery and to translate such concepts into clinical application. It will be crucial to determine how the duration of exposure to vaccine components impacts immune cell biology, and how to calibrate vaccine release to improve responses while avoiding immune exhaustion and over-activation. Advancing safe, effective, and well-tolerated controlled release vaccines is an unmet need that may enhance vaccine effectiveness and practicality, leading to better adherence to complex regimens, fewer adverse reactions, and cost savings. Finally, iterative behavioral studies during product development to determine vaccine/provider product expectation/preferences are critical to facilitate product uptake and use.

The purpose of this notice of funding opportunity (NOFO) is to invite applications for the Centers for Research in Emerging Infectious Diseases (CREID) Network Coordination Center (CC). The CREID Network, comprised of all recipients under this NOFO and the companion NOFO [insert NOFO number here], serves to expand knowledge on re-emerging and emerging infectious diseases (re/EIDs) around the globe where outbreaks are most likely to occur while developing expertise, capacity, and readiness to address outbreak-related research. The CC will serve to advance, facilitate, and coordinate select scientific, data and resource management, communication, administrative, and leadership efforts during both outbreak and non-outbreak periods among the CREID Networks centers and stakeholders in a collaborative and cooperative fashion.

With this solicitation, BJA seeks applications for funding under the FY 2024 Formula DNA Capacity Enhancement for Backlog Reduction (CEBR) Program. This program funds states and units of local government with existing crime laboratories that conduct DNA analysis to process, and/or to increase the capacity to process, more DNA samples for entry into the Combined DNA Index System (CODIS) by publicly funded forensic DNA and DNA database laboratories, thereby helping to reduce the number of forensic DNA and DNA database samples awaiting analysis and/or to prevent a backlog of forensic and database DNA samples.

The purpose of this notice of funding opportunity (NOFO) is to invite applications for Research Centers (RC) to support the Centers for Research in Emerging Infectious Diseases (CREID) Network. The CREID network serves to expand knowledge on re-emerging and emerging infectious diseases (re/EIDs) around the globe where outbreaks are most likely to occur. A, P.L. 117-167). The Act established a new International Technology Security and Innovation Fund (ITSI Fund) to to support the development and adoption of secure semiconductors, [and] semiconductor supply chains with the goal to make the global semiconductor supply chain more resilient, diversified, and secure.

The purpose of this document is to advise the public that the NOAA RESTORE Science Program is soliciting proposals for projects of five years in duration with the option for a five year, non-competitive renewal award for high-performing projects. This announcement invites proposals that request funding for partnerships that include researchers, resource managers, and other interested parties to conduct a collaborative research project that will identify, track, understand, or predict trends and variability in the Gulf of Mexicos natural resources and the abiotic and biotic factors driving those trends. To implement a project aimed at advancing U.S. foreign policy and national security priorities by supporting initiatives that make decision-making structures and processes in fragile, conflict, or crisis-affected contexts more reflective of and responsive to the needs and perspectives of partner states to ensure strategic trade control systems meet international standards and by engaging on bilateral, regional and multilateral levels with foreign governments to aid in the establishment of independent capabilities to regulate transfers of weapons of mass destruction, WMD-related items, conventional arms, and related dual-use items, and to detect, interdict, investigate, and prosecute illicit transfers of such items.

The Regional Alliances and Multistakeholder Partnerships to Stimulate (RAMPS) Cybersecurity Education and Workforce Development (RAMPS) Program seeks to build multistakeholder workforce partnerships of employers, schools and institutions of higher education, and other community organizations. Effective multistakeholder workforce partnerships will organize multiple employers with skill shortages in specific occupations to focus on developing the skilled workforce to meet industry needs within the local or regional economy.

The Department is combining three major discretionary grant programs and two fiscal years of funding into one Multimodal Projects Discretionary Grant (MPDG) opportunity to reduce the burden for state and local applicants and increase the pipeline of shovel-worthy projects that are now possible because of the Bipartisan Infrastructure Law. The National Infrastructure Project Assistance (Mega) program was created in the Bipartisan Infrastructure Law to fund major projects that are too large or complex for traditional funding programs. It is a highly competitive program. The Bipartisan Infrastructure Law provides $5 billion for Mega over 5 years, of which approximately $1.7 billion remains and will be made available through this NOFO. Half of the funds available in each fiscal year is reserved for projects greater than $500 million in cost, and half is reserved for projects greater than $100 million but less than $500 million in cost. Applications will be evaluated on six outcome criteria, economic analysis, project readiness, and statutory requirements. The six outcome criteria are: (1) safety; (2) state of good repair; (3) economic impacts, freight movement, and job creation; (4) climate change, resilience, and the environment; (5) equity, multimodal options, and quality of life; and (6) innovation areas: technology, project delivery, and financing. This funding opportunity provides financial support to nonprofits and public-serving organizations in Chaffee, Custer, Fremont, and Lake Counties, Colorado, to enhance community health, vitality, and various local initiatives.

The use of dried blood spots to screen newborns for serious diseases has had a significant impact in saving lives and improving developmental outcomes since 1963. The adoption of new technologies into public health laboratory workflows has made it possible to screen newborns for an increasing number of diseases. Today, advanced technologies, such as Next Generation Whole Genome Sequencing and High-Resolution Mass Spectrometry, can enhance key aspects of newborn screening (NBS) practice, including early detection of current and newly added diseases. However, incorporating these advanced and complex technologies into NBS often requires substantial resources. To enhance NBS practice, CDC announces a new NOFO for a public health laboratory to establish a NBS Center of Excellence that will 1) develop infrastructure to implement existing, advanced technologies to expand NBS system capacity, 2) use advanced technologies as second and third tier testing platforms to optimize screening performance, and 3) incorporate bio-informatics to analyze complex biochemical and molecular data. Over the four-year project, the recipient will pilot methods to enhance NBS practices in public health laboratories, collaborate and share findings with the NBS community, and partner with CDC subject-matter experts on data harmonization and modernization efforts. This project will better position NBS programs to adapt to advanced technologies and meet increasing demands within NBS.

It is a highly competitive program. The Bipartisan Infrastructure Law provides approximately $1.7 billion for Rural over 5 years, of which approximately $780 million will be made available through this NOFO. At least 90% of rural funding must be awarded in amounts of $25 million or more. If you are seeking less than $25 million, you are competing for only about $78 million nationwide this round. The Demonstration Program on Trauma-Informed, Victim-Centered Training for Law Enforcement on Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Abby Honold Program) (Assistance Listing Number #16.058) supports efforts to improve law enforcements response to allegations of domestic violence, dating violence, sexual assault, and stalking from the time of a victims initial report throughout the entire investigation, and to promote the efforts of law enforcement in improving the response to these crimes. The Abby Honold Program awards grants to law enforcement agencies to train officers to conduct trauma-informed and victim-centered investigations, with the goal of incorporating trauma-informed techniques designed to prevent re-traumatization of the victim and to increase communication between victims and law enforcement as well as stakeholders in a coordinated community response. This programs purpose is also to evaluate the effectiveness of the training. The Abby Honold Program encourages law enforcement agencies to integrate into their policies, trainings, and practices the eight principles set forth in the Department of Justices 2022 updated guidance on Improving Law Enforcement Response to Sexual Assault and Domestic Violence by Identifying and Preventing Gender Bias. If implemented, these principles would enhance victim safety, increase offender accountability, and promote agency trust within the surrounding community. This program supports the training of law enforcement to conduct investigations more effectively. The training and technical assistance for this program is provided by OVW-funded national Training and Technical Assistance Providers.

This funding program provides financial support to state and local governments, tribes, and urban communities to create and improve parks, protect natural resources, and enhance outdoor recreation opportunities, particularly in underserved areas.
