Grant Description

The Environmental Security Technology Certification Program (ESTCP), under the Department of Defense (DoD), is soliciting white papers and full proposals for innovative technology demonstrations aimed at addressing urgent environmental and installation energy challenges across DoD installations. ESTCP is focused on demonstration and validation of emerging technologies that improve efficiency, reduce costs, and enhance environmental sustainability within the DoD. The program is managed by the U.S. Army Corps of Engineers, Humphreys Engineer Center Support Activity (HECSA). This Broad Agency Announcement (BAA) seeks projects that focus on advancing environmental restoration, installation energy and water management, munitions response, resource conservation and resiliency, and weapons systems sustainability. ESTCP prioritizes projects that address multi-Service or DoD-wide challenges, ensuring broad applicability and regulatory acceptance. Technologies must be at a sufficient maturity level to warrant demonstration, with laboratory proof-of-concept already completed. Eligible applicants include private sector organizations, small businesses, research institutions, and academia. Federally Funded Research and Development Centers (FFRDCs) and DoD agencies are not eligible under this BAA. Proposals must be aligned with one of the topic areas listed in the announcement, and applicants can submit multiple white papers for different topics. The submission process involves two stages: White Paper Submission – All interested parties must submit a two-page white paper outlining the proposed technology, objectives, technical approach, cost estimate, and anticipated benefits. ESTCP evaluates these submissions based on relevance to DoD needs, technical merit, and transition potential. Full Proposal Invitation – Selected applicants will be invited to submit a full proposal. These proposals will undergo rigorous evaluation, and some may require an oral presentation to the ESTCP Technical Committee (ETC). Award decisions are expected within 3 to 6 months following final proposal review. ESTCP reserves the right to fund all, some, or none of the proposals received, and funding is contingent on availability. Proposals must be submitted electronically through the SERDP and ESTCP Management System (SEMS). Paper, email, or faxed submissions will not be accepted.
