The City of Euclid, through its Department of Planning and Development, has officially released the Fiscal Year (FY) 2026 Community Development Block Grant (CDBG) Public Services Application. This funding opportunity is aimed at City of Euclid municipal departments and 501(c)(3) nonprofit organizations interested in delivering new or expanded public services to Euclid residents. Public Services supported by this grant include a wide range of eligible activities such as youth and senior programs, housing counseling, education and literacy programs, fair housing initiatives, services for individuals with disabilities, and more. These services must align with community needs identified in the City’s FY2025–2029 CDBG Consolidated Plan and the 2018 Master Plan, both accessible on the City of Euclid’s website. The core objective of the CDBG Public Services grant is to support innovative or expanded programs that deliver tangible benefits to low- and moderate-income individuals or address urgent community issues. Proposed programs must either be entirely new or constitute a measurable enhancement of an existing service. Funding may be used for direct program-related costs such as staffing, supplies, and operational materials. However, expenses such as food, entertainment, political activities, and income payments are explicitly prohibited. Funds are distributed on a reimbursable basis, contingent upon execution of a Subrecipient Agreement with the City. Applications will be assessed based on a competitive process that evaluates several criteria: alignment with the CDBG Consolidated Plan and Master Plan, the organization’s capacity to manage the program, financial feasibility, the level of community benefit, and the overall soundness of the proposed program design. Successful applicants must adhere to local, state, and federal regulations and will be monitored for compliance. Noncompliance could result in corrective action or termination of funding. A mandatory orientation session for prospective applicants will be held on Wednesday, August 13, 2025, from 6:30 PM to 8:30 PM at Euclid City Hall’s Law Department Conference Room. Applications are due by Tuesday, September 2, 2025, at 4:00 PM and must be submitted via email to planning@cityofeuclid.com. Late or incomplete applications will not be considered. Following submission, eligible applicants will be invited to a Public Service Application Hearing scheduled for Thursday, September 11, 2025, at Euclid City Hall in Council Chambers. Key requirements include completion of a fillable PDF application, with clearly written responses in each section, submission of financial documentation (including IRS 990 or fiscal sponsor records), and a signed Signature Page. Organizations must also obtain a Unique Entity Identifier (UEI) from SAM.gov, which is mandatory before entering into a contract but not required at the time of submission. Additionally, applicants that expend more than $1,000,000 in federal awards must submit a Single or Program-Specific Audit in accordance with 2 CFR Part 200 Subpart F.
