The U.S. Mission to Vietnam’s Public Diplomacy Section (PDS) invites proposals for programs supporting strategic priorities in Vietnam, with applications due by March 2, 2025, at 11:59 PM GMT+7. The initiative focuses on enhancing understanding of emerging technologies and digital policies, expanding English teacher training, fostering U.S. alumni networks, and celebrating 30 years of U.S.-Vietnam bilateral relations. Proposals should span approximately 12 months but may extend depending on the nature of the project. Funding availability is subject to confirmation, with awards ranging from $7,500 to $30,000 and a total of $60,000 anticipated. Eligible applicants include registered non-profits, social enterprises, educational institutions, and government organizations. The program’s objectives align with key priorities, such as improving Vietnamese audiences’ knowledge of emerging technologies and digital policy through workshops and case studies; building capacity in English instruction, particularly in STEM fields; strengthening U.S. alumni networks to support professional development and shared bilateral goals; and fostering dialogue and cultural exchange to honor 30 years of diplomatic relations. All proposals must incorporate a measurable U.S. component, demonstrate clear objectives using the SMART framework, and identify specific target audiences, including academic institutions, emerging leaders, and young professionals. Activities related to political advocacy, religious promotion, construction, or scientific research are not eligible for funding. Applicants must submit proposals with detailed budgets, clearly articulated goals and objectives, monitoring and evaluation plans, and information on organizational capacity. Required documents include application forms (e.g., SF-424), a proposal narrative, a budget justification, CVs of key personnel, letters of support from project partners, and, if applicable, documentation of a Negotiated Indirect Cost Rate Agreement (NICRA). Proposals must be submitted in English and formatted to standard U.S. paper dimensions. All applicants must register on SAM.gov and obtain a Unique Entity Identifier (UEI) prior to submission. Evaluation criteria include the quality and feasibility of the proposed program (25 points), creativity and sustainability (15 points), organizational capacity and past performance (15 points), program planning (20 points), budget justification (10 points), and a robust monitoring and evaluation plan (15 points). The Grants Review Panel will assess proposals for alignment with U.S. foreign policy priorities, feasibility, and potential impact. Selected proposals may be adjusted to meet program goals more effectively. Funding awards are anticipated to begin after March 27, 2025, and will be administered through grants, fixed-amount awards, or cooperative agreements. Recipients are responsible for compliance with U.S. Department of State and federal regulations, including reporting requirements and financial accountability. Unsuccessful applicants will be notified by March 27, 2025.
