The Colorado Community Revitalization Grant is a funding initiative offered by the Colorado Creative Industries division within the Colorado Office of Economic Development and International Trade (OEDIT). The program is designed to support capital projects that contribute to economic recovery and diversification in communities across Colorado, particularly those located in creative districts, historic districts, main streets, or neighborhood commercial centers. It is grounded in legislation including HB22-1409, which allocated American Rescue Plan Act (ARPA) funds specifically for public and nonprofit entities to assist with post-pandemic revitalization efforts. This grant is structured to provide up to $3 million per project to fill financial gaps for construction or renovation activities. Eligible projects are those that support creative industries, such as mixed-use developments that incorporate workforce housing, commercial or performance spaces, child care centers, or shared studios. Successful proposals should reflect community-driven development goals, stimulate economic growth, and contribute to the cultural and artistic identity of their regions. Funding may be used for capital expenses related to construction and renovation but cannot be applied to general operating costs or developerโs fees. Applicants must be individuals representing qualified Colorado-based entities, including municipalities, local governments, school districts, nonprofit and for-profit businesses, special districts, downtown development authorities, and other public sector partners. Special emphasis is placed on readiness, with priority given to projects that are shovel-ready, can leverage other funds, meet energy efficiency standards, and benefit underserved or historically marginalized communities. The program is currently closed to new applicants, with all remaining funds committed. Applications were reviewed on a rolling basis until funds were depleted. Review panels consisted of subject matter experts in fields like housing, commercial development, historic preservation, child care, and regional economic development. Applications were evaluated based on four equally weighted criteria: project readiness, community support, project features, and financial strength. Geographic diversity was also considered in final award determinations. Projects funded under HB22-1409 must comply with ARPA guidelines and SLFRF compliance standards. Applicants are required to submit ongoing status reports and a comprehensive final report detailing financial expenditures, project outcomes, and community impact. Noncompliance or failure to complete the project may result in forfeiture or repayment of awarded funds. Additionally, recipients must comply with all federal and state regulations related to labor, nondiscrimination, and accessibility, including statutes under the Americans with Disabilities Act and the Fair Labor Standards Act.
